Jammu, Mar 5: Although it has been more than one year since the Enquiry Committee of Public Health Engineering Department had established the involvement of officials/ officers involved in payment of unauthorized arrears of Rs 3.85 Crore to 105 employees at PHE Division Samba and subsequently submitted the report to higher authorities but no action has been taken till date against erring officials and no process was initiated for recovery of payment paid to employees.
Sources told Early Times that the office of the Executive Engineer PHE Division Samba failed to adhere the extant orders and rules which resulted in inadmissible payment of arrears of Rs 3.85 Cr on account of pay and allowances to 105 employees without sanction of the Administrative Department and consent of the Finance Department.
"PHE, I&FC Department vide its Government Order No. 43-PW (Hyd) of 2017 dated 31/01/17 constituted a Committee to investigate the matter, comprising of Superintending Engineer (PHE) Circle, Jammu, Chief Accounts officer of Chief Engineer, PHE Department Jammu and Technical Officers to Chief Engineer, PHE Department Jammu," they said further adding that Enquiry Committee focused its investigation to ascertain the fact that how the benefit of SRO-149 of 1973 has been extended when the said SRO was applicable way back for the period 1973 to 01/01/1982, how the then Executive Engineer of the said Division has drawn the past arrears of the incumbents when the order had Notional effect for the past arrears. The Committee had to establish the involvement of Officers/ officials who were directly involved in drawing of money from the Treasuries, fixing the responsibility with proof of their involvement.
They further informed that the Committee observed that the benefits under SRO-149 of 1973 which pertains to ITI trained/ non ITI eligible workers was admissible prior to 01/01/1982, but the same was extended wrongly, to the incumbents who have been paid arrears amounting to Rs 3.85 crore.
