Separatists are forced to toe pro-Pak line

Kashmiri separatists continue to blame the security forces for what they call "genocide" of people in the valley. But they are silent when militants resort to killing of civilians and some civilians get either killed or injured in Pakistani ceasefire violations. Why this double standard? Possibly the separatists have to toe pro-Pakistan line fearing that any stand against Pakistan may prevent them from receiving political and material support. In addition to this these separatists know that as long as they toe pro-Pakistan line people, not all, but those supporting Pakistan may no longer respond to the call for shutdown and protest rallies given by the separatists. Their main worry is the possible closure of material aid to these separatists which could lead to their starvation, politically. That is the reason that Hurriyat (M) chairman, Mirwaiz Umar Farooq, has said that the forces were on path of genocide in Kashmir and the killings were strengthening the "resolve" of separatist leadership not to give up in the face of "ruthlessness" of Indian state. During his one of the sermons Mirwaiz said that the forces were on path of genocide and he later took to social networking site twitter to "express the grief and pain" over continous killings in Kashmir. Hinting at launching massive protests against the ongoing "bloodshed", Mirwaiz asked people to be ready with whatever the strategy the leadership announces while addressing the congregation at Jamia Masjid. Mirwaiz said the JRL is preparing a strategy against the bloodshed started by the forces. "It looks like forces are on a path of genocide. Let people prepare a strategy against this bloodshed. And why these separatists, including the Mirwaiz, remain silent when militants kill civilians and some civilians are either forced to migrate to safer places or injured in repeated Pakistan troops' ceasefire violations? Had these separatists given genuine instructions to people not to crowd the encounter site, not to give shelter to militants or not to gather at the burial places of militants Kashmir would have been safe from killings. Invariably crowds appear during the encounter between militants and the security forces where they stage protest demonstrations and engage in clashes with the security forces. In the retaliation by the security forces killing of some civilians is the result, unfortunate result.
But had the separatists given instructions to people to avoid crowing the encounter sites or burial grounds for slain militants killings of civilians could have been averted. But these separatists have no given such instructions to people because of two factors. One, that killing of civilians would be noticed by the international community and secondly these clashes between security forces and the civilians would bring the Kashmir issue in the focus.
These separatists seems to avoid giving such instructions to people for fear of losing their support which means that separatists thrive on political and security instability. They (separatists) believe peace in Kashmir is their enemy and once peace is restored to Kashmir the relevance of the separatists is gone. This way they dare not issue any inst ructions to the people to stay away from the encounter site.
They dare not issue instructions to the people to stay away from the burial grounds where slain militants are laid to rest. Because the separatists are children of growing conflict between India and Pakistan and within the Kashmir valley. If the separatists give a call to people to stay away from the encounter sites people, by and large, may not respond to this call because their job is the divert the attention of security forces so that militants escape.
