State Assemblies are not training centers

The statement of Ram Madhav, given just on the heels of reshuffle of the Jammu and Kashmir cabinet, that the reshuffle is aimed at to impart experience to the new team of BJP ministers in the field of business transaction of the house, came under heavy criticism from all the rich and poor tax payers who bear the heavy burden of crores of rupees daily in running assembly business . The other day one central BJP leader from Delhi was compelled to suggest the Bhartiya Janta Party MLAs to go for tuition in English subject because majority among them were reported handicapped in taking part in the business of the house transacted in English.
Ram madhav's plea would have proved meaningful, effective and logical had it been given before these novice MLAs were given license to take part in the business of the house on full pays and perks. Much water has flown in the rivers of Jehlum and Tawi since the formation of coalition government. The irreparable losses, rendered to the Jammu and Kashmir state in general and to the Jammu province in particular, by these novice MLAs are hardly to be made good during the tenure of this coalition government. It has been made obligatory for every department to provide induction level training to their employees before they are assigned their duties permanently in the department. In order to provide experienced hands many departments in the state recruit Rehbare-e- Taleem, Sehat, Janglat, Zarat etc. on consolidated amount. Likewise there must be some sophisticated type of induction level training program for the Hon'ble MLAs and MLCs because their role as the law makers is more important than the law interpreter.
A change in the attitude and behavior of our legislators, irrespective of their position in the government, toward the people has been noticed Since the formation of the coalition government in the state. They appear more interested in coterie of their friends, sycophants, blue eyeds, contractors and the agents than the ground level workers and the people overtly and covertly. By their behavior it can very easily be inferred that majority of our MLAs, consider their post like that of a monarch who is superior to all and least accountable for their performance. Due to the lack of vision and wisdom the integrity and credibility of many present legislators have come under the scanner. Perhaps these might be the reasons Ram Madhav was compelled to justify the shuffle in the cabinet.
Every person having any interest in the political activities or not consider the way and the modus operandi used to allot mandate to the BJP candidates erroneous, biased and prejudiced and not justified in any way. Everybody knows how the voters ignored the capabilities of the candidates during the Modi wave and Modi Tsunami. More than three years on majority of our MLAs have not been accustomed to the enviroment of the assembly, feel handicapped while taking part in the discussions if it happens to bein English. There have been many occasion during the conduct of the current assembly, where on account of their poor knowledge in English, majority of our MLAs have voted for the bills even if they happened to be anti Jammu and its people. Due to lack of vision, wisdom and knowledge of business of the house many MLAs find themselves at the mercy of their coalition counterparts as a result they are dictated and forced to dance at their tunes which has brought pride and prestige of Jammu and that of Dogras to the lowest ebb ever before.
Every person having an iota of sense will endorse the logic underlying the statement of Ram Madhav given on the heels of shuffle in the BJP ministries. The declining prestige of BJP in the Jammu region is due to the multiple reasons mainly concerned with the high headedness, rivalries and adamant attitude of present ministers and MLAs because,
Majority of the MLAs alienated themselves from the people who voted for them
Cocooned themselves from the ground level workers, preferred the company of anti social, corrupt elements.
Boosted and encouraged corruption.
Encroached government lands.
Established their own industries and raised huge assets both movable and immovable.
Misused the government coffers for the personal benefits.
Their approach is cast and religion based.
Majority of them are cacophony, vulgar and use filthy language.
They have boycotted their relations from the common man.
Interfering in the local administration and paralyzed the administrative system in many constituencies.
They have neither command over any language, art of speech and expression and art of writing small notes on the files.
If Mr.Madhav is sincere and true to what he has said he should definitely arrange for the induction level trainings for the legislators on the consolidated honorarium instead of full emoluments including pay and perks.
