Security grid to be upgraded in Kashmir by NSG deployment

Notwithstanding appeals for resumption of dialogue with stakeholders for restoring peace in Kashmir the central Government plans to further upgrade the security grid to do away with militants in the valley.In this the Union Home Ministry has decided to deploy Black cats of the National Security Guard in Kashmir to isolate terrorists so that civilian casualities register a marked drop. These men from the NSG are to train the state police an d the CRPF for minimizing civilian killings during encounter between the security forces and the militants. The Police and the CRPF personnel would get proper training for isolating militants from the civilians. This indicates that the Union Home Ministry supports tackling militants in a multi-dimensional and multi=directional offensive. These deployment of NSG personnel is the result of growing concern of the BJP led NDA Government to restore peace in Kashmir. While the Union Home Ministry is for upgrading the security grid the Defence Ministry supports the idea of raising a wall on the LOC and on the IB of the Army to foil ingress bids by the Pak forces and carry out forceful retaliation whenever Pakistani troops resort to ceasefire violations. Since the Kashmir presents a gloomy picture of clashes between the protesters and the security forces during the encounter sites or during the burial of militants the deployment of Black commandos has become necessary for minimizing civilians killings. The experts in the centre including the Army Chief, Gen. Rawat, are of the view that the only way to end the menace of militants is to launch a major offensive even if some civilians get killed. Massive operations are required, according to these experts,to flush out militants of various hues. Once the offensive is launched it would send a signal to the people to stay away from the encounter sites and from the burial grounds. Without this offensive, experts believe there is no other alternative. The Union Home Ministry is not opposed to talks either with Pakistan or the separatists but it believes that once the menace of militancy was over India could hold talks on the position of strength. With militants firing the first shot it may not allow India to hold resulted oriented or meaningful dialogue. And after the menace of militancy was tackled the central Government would support the move for repealing the AFSPA from Jammu and Kashmir. The repeal of the AFSPA depends on the level of violence fuelled by militants and by those who receive patronage and material aid from Pakistan . Though Mehbooba and Omar Abdullah have suggested to Prime Minister, Modi, to resume talks with Pakistan and other stakeholders for promoting peace in Kashmir,Modi seems to have not been convinced by the argument on the plea that since terror is being exported from Pakistan it is early to start the dialogue process. Let militancy be tackled to the extent of finishing the residual militants and their end is to ward off the dangers of starting recruitment drive within the valley. Once this drive is raised in its level there could be no end to militancy whether NSG men are deployed or not. This is the reason for ignoring the appeals from Omar and Mehbooba for the resumption of dialogue to promote peace in Kashmir. The central Government has different perception its wants to eliminate the menace of militancy first and then resume talks.
