Ex-TSO Padder paid Rs 3 cr to contractors in violation of rules

KISHTWAR, Sept 8: The Consumer Affairs and Public Distribution Department, Kishtwar, in the past has witnessed major ration scandals wherein the ration meant for poor people has been looted, and now another multi-crore scandal has surfaced wherein a former Tehsil Supply Officer Padder made payments in crores to contractors of Kishtwar and Padder in violation of the rules and regulation.
Sources informed "Early Times" that there was payments worth several lacs the department owes to the contractors of Padder and accordingly former TSO Padder managed to get whopping Rs. 3 crore at his disposal. But instead of clearing the payments to the Padder-based contractors, the said TSO Padder in violation of the rules and regulations made the payments on the name of Kishtwar based contractors (contractors falling under TSO Kishtwar jurisdiction) without any proper approval.
Sources said that even though the said official made the payments at Kishtwar, there was no mention of the beneficiaries (contractors) to whom the payments were made which include a cheque for Rs. 40 lacs.
Sources said that even though there was mention of a Rs. 40 lakh cheque on cash book of the department, nobody in the department knows who is the contractor to whom the said payment was made.
Some people even approached the Vigilance officials with the request to inquire into the matter and though the Vigilance took the note of the complaint, no action has been taken so far against the erring TSO who was involved in looting the state exchequer.
The whistleblower in the case said that they even approached a minister in the the then PDP-BJP government and also made several requests to former Chief Minister Mehbooba Mufti, but nothing was done.
