2-day pen down strike against SAC decision in Doda, Kishtwar
9/25/2018 10:23:35 PM
Early Times Report

Kishtwar, Sept 25: The Planning Development and Monitoring Department of Doda and Kishtwar District has started two days pen down strike in response to the State Administrative Counsel (SAC) decision to merge the department with Finance Department.
The decision with regard to observing complete pen down strike was taken in a detailed meeting of officers /officials at civil secretariat followed by meetings at all District headquarters.
The angry employees said that the government decision is totally unilateral and biased wherein Finance Department has encroached upon the roles & responsibilities of the planning Department .
They expressed deep anguish and dismay as to why the recent cabinet decision of BJP -PDP led Govt of empowering Planning Department has been over ruled in a jiffy without consulting the senior officers in the state.
Pertinent to mention that Planning Department has always shouldered responsibilities assigned to it in most turbulent times in the state and officers of its cadre have proved their metal time and again. The officers urged upon the Governer, Advisors and Chief Secretary to immediately rollback the decision of SAC, which they call as unjustified that could prove hazardous to the age old system put in place by successive Governments.
The officers further informed that they have successfully dealt the Capex budget allocations/releases over the large period of time and not a single case of graft has ever been proven in any court of law.
They said that the decision has come at the time when the Department has successfully switched to Online mode of release "BEAMS", despite lot of difficulties. They later submitted a memorandum the Administration of Doda and Kishtwar and also requested to GAD for issuance of necessary clerification and assuage the grievances of PD&MD employes as they have always remain backbone of the office of Deputy Commissioners.
Deputy Commissioner Doda Simran Deep Singh assured the employees that he will forward the memorundum to Divisional Commisoner Jammu for appraisal to the government about the braving resentment among the employees over the SAC decision.
The angry employees said that DC Doda has forwarded the memorundum to higher authorities as was promised by them. They said that they are hopeful for role back of this order without any further delay.
