In JK, Govt teachers prefer clerical works in offices

Jammu, Oct 18: The School Education department has been found shielding influential teaching staff that prefers clerical works in its offices instead of teaching in government schools.
On July 2, the government had directed all Administrative Secretaries to cancel the attachment of officers/officials. According to this order, all Secretaries were also directed to furnish a status report on the above issue to the General Administration Department.
But except the School Education department, all the other departments implemented the government directions and cancelled attachments and the attached officials were sent to their original posting.
The Administrative Secretary of School Education also issued order of de-attachment of all the teaching staff (Lecturers/Masters/ Teachers) working in the Directorate, Chief Education and Zone Education Offices in different capacities.
Sources said that the School Education department had issued another order vide No. Edu/Adm/41/2018-1 dated: 23-7-2018 by virtue of which it 'shielded' influential the teaching staff.
The order reads: "I am directed to convey that cancellation of attachment may also not be effected in respect of employees (teaching /non-teaching) who are presently attached with various cells constituted by the department for official purposes in the respective directorates, including media wing, etc. This is with reference to the request received from DSE, Kashmir/Jammu and SPD, SAMAGRA."
Sources said that as per this order the higher authority of School Education Department virtually gave permission to those influential teachers who were attached in different education offices for the last few years.
"If the department didn't cancel attachment of teachers in these offices, how was the order implemented?" sources asked. "A teacher is appointed for the purpose of teaching, but astoundingly till date hundreds of teachers prefer working in the offices like clerks."
The government gives handsome salary to the teachers, but with the help of higher authority hundreds of teaching staff have made their attachment in offices in the cities like Jammu and Srinagar where their own children are enrolled in top private schools.
So, many of these teachers seem not interested to teach the children of poor people enrolled in government-run schools, said sources.
They said that many delegations met the minister concerned in the previous government and suggested against teachers' attachment in Directorate, CEO, ZEO and other offices.
"At present, thousands of government primary schools across Jammu and Kashmir function with a single teacher, badly affecting performance of such schools. "If the attached teachers were deputed to those schools, the performance of these schools will definitely improve," sources added.
