As BDO Khour, tainted ADC Udhampur caused huge liabilities
Ambulances go missing, material dumped in block office since 2012

Jammu, Oct 23: The tainted Assistant Development Commissioner (ADC) Udhampur, Noor Alam, who has been booked by the State Vigilance Organisation (SVO) for misappropriation of funds, created huge liabilities during his tenure as Block Development Officer (BDO) Khour.
Sources informed Early Times that keeping detailed project report (DPR) of proposed model villages in Block Khour, the then BDO placed orders for purchased materials and ambulances raising liabilities to several crores.
"Three proposed model villages including Paragwal, Saith and Palanwalla were to be developed by Khour Block, but the BDO manipulating the DPRs, purchased material including tiles, crates and other items to earn more and more commission from the suppliers", sources said and added that unabated orders placed by the Noor Alam as BDO also raised liabilities 10 times more than the allocated budget.
"Presently dozens of finished passenger shed, each worth over Rs 5 lacs, are getting rusted in the Block", they said and added that the scandalous purchased done by the BDO could be gauged from the fact that after more than six years of purchase most of material is dumped in block office unutilized.
Sources said three ambulances purchased by the BDO in violation of rules are also untraceable. "Noor Alam, under patronage of the then ACD Jammu, Kuldeep Krishan purchased three ambulances worth rupees 90lacs that too not following proper rules", they said and added that the ambulances were purchased directly through ACD office.
"As per procedure, the ambulances were to be purchased through state motor garage (SMG), but the 'daredevil' nexus between the than BDO Khour and the ACD Jammu placed order on their own", sources claimed and added that the matter was brought into notice of SVO but duo manipulated the investigation.
Sources further said that MLA Khour, Dr Krishan Lal, who found the purchased fishy material still gathering dust in block office, raised issue in assembly, and also submitted a written complaint to Chief Secretary in 2014.
When contacted, the MLA Khour said that the anti-graft agencies turned deaf ears when the matter was raised with them. "It has been learnt that government has ordered an enquiry and Executive Engineer, PMGSY Jammu enquiry officer asked to look into the purchases and the liabilities created by the BDO", he added.
