MC Pahalgam converts fire-gap into shop, allots it fraudulently

Anantnag, Nov 30: Throwing norms to winds, the authorities at Municipal Committee Pahalgam have converted mandatory fire-gap into a shop and have fraudulently allotted to a blue-eyed beneficiary.
As per reports, the officials have allowed the conversion of fire-gap between two shop lines at Main Market Pahalgam after receiving under table kickbacks.
The work on the shop is going on from last week and beneficiary is giving it final touch, eyewitness told Early Times.
They alleged that the officials at Municipal Committee Pahalgam were floating the norms by allowing such conversions.
An officer at Municipal Committee Pahalgam said his predecessors haven't also fallowed the procedure mandatory for allotting commercial space to applicants.
"Neither this shop was auctioned nor we have traced any documents which establish the fact that the beneficiary has paid any premium," revealed the officer, who wished anonymity.
The authorities have knowledge of this issue, he added.
Sources revealed to Early Times that officials at MC Pahalgam have allegedly received a whopping amount of Rs 16 lakh from beneficiaries for allowing the conversion of fire-gap into shop and then allotting the shop to them without going for mandatory procedure.
On Friday morning, a team of Pahalgam Development Authority visited the spot to stop the construction but MC Pahalgam team led by its newly elected President didn't allow them to carry on its task.
The PDA team was told to move away as it was the jurisdiction of Municipal Committee Pahalgam.
"We had already arrived on the spot and stop the work," claimed Executive Officer MC Pahalgam.
Important to mention, Vigilance has registered an FIR [14/2018 U/S 5 (1) (C), 5(1) (d) r/w 5(2) J&K PC Act SVT., 2006 and Section 120/B RPC in P/S VOK ]against the officials of Municipal Committee Pahalgam after Early Times exposed huge irregularities and scam of the committee.
At MC Pahalgam purchases were made w.e.f year 2000 to 2015 without adhering to codal formalities, besides causing huge loss to State exchequer. In addition, the enquiry further reveals that appointments/ regularizations of consolidated/class 4th employees have made by the Administrators/Executive Officers of M.C. Pahalgam in total violation to prevailing rules and procedures etc. besides, some employees were appointed at M.C. Pahalgam who belong to other Districts. The payments of Rs. 4,26,058/- were made to various quarters by the officers/officials without adopting the codal procedures and prior approval from the competent authority.
