Tehsildar plays 'dirty game' to halt widening of Kastigarh road
Ignores orders of superiors to 'appease' land mafia

Jammu, Jan 11: Widening a road stretch under PMGSY scheme in Kastigarh town of Doda district has been in limbo since July 2011, as concerned tehsildar, who is allegedly hand in glove with land mafia, is skipping demarcation of the land.
Sources told Early Times that administration had paid the compensation of the acquired land to the owners around eight years ago despite all the formalities being completed the tehsildar is playing a "dirty game."
Sources said that despite repeated reminders and warnings from the ACR, Doda, the tehsildar Kastigarh has time and again skipped demarcation of 300 meters long stretch in Kastigarh town. "Due to nexus between the land mafia and some Revenue Officials at Kastigarh, the executing agency is not able to carry out the widening of the said road," they claimed and added that "the beneficiaries, whose land falls under the alignment of the road stretch, had filed a case in court in 2015, despite receiving compensation."
"The court had asked respondents including the then Principal Secretary, Revenue Department, DC Doda, SE PWD, Circle Doda, Executive Engineer, PMGSY Circle Batote and Assistant Engineer PMGSY Doda, to file objections and had directed them to maintain status-quo till next date of hearing", sources informed.
They said that tehsildar Kastigarh, apart ignoring repeated reminders from PMGSY, has also ignored more than three reminders sent by ACR Doda, asking his to demarcate the land. "ACR Doda, vide his letter number 909-10/Acq dated 26/10/2016, 370-73/Acq dated 06/06/2017 and 507/Acq dated 07/07/2017, also quoting al teast 10 communications received from Executing Engineer, PMGSY Division Doda, has reprimanded the tehsildar for not obeying his order", they said.
"Despite so many communications this office has not received the action taken repot so far, this shows your lackadaisical attitude towards the demarcation of land (Kastigarh Market)", letter number 686-88/Acq dated 16/08/2017 addressed to Tehsildar Kastigarh by ACR Doda read.
When contacted, Executive Engineer PMGSY, Doda Circle said that the works on said stretch were pending due delay on the part of Revenue Department. "Court stay has been vacated, now we are pursuing the matter with Revenue Department, but they not responding in a positive way", the XEN said.
ACR, Doda said that he was out of station and cannot comment on the issue. "I need to look into the the matter. Few days back a man came to me and claimed that some people have started work on the said land, I will personally check it", he added.
