AAP demands 3Tier Panchayati Raj systems in state before elections

JAMMU, Jan 20: The J&K AAP appealed to the Governor of the state to constitute three Tier Panchayati Raj systems in the state, before Lok Sabha and Assembly election on the analogy of other states of the country in the interest of Aam Admi, which is need of the hour to give a death blow to corruption, nepotism and un-employment.
AAP appealed also Governor that before election of Chairman Block Development Council, suitable amendments in the Panchayati Raj Act, J&K also need be made urgently removing ban on the nomination to the office of Chairman Block Development Council that any person/ women wishing to nominate him/her self as Chairman should either be a Panch or Sarpanch from any ward falling within any Panchayat of the Block.
They added that the rider should therefore be removed forthwith and any person who figures in the electoral roll of Block should be allowed to nominate himself for the office of chairman, Block Development Council. This will go a long way in strengthening the tenets of democracy in the largest democracy of the world, the released maintained. They further said that the District Planning and Development Board also need be put in place by electing its chairman amongst the chair persons of various Blocks in the District. As of now there is a District Planning and Dev.
They said the Board Chairman who is virtually a non-local Minister and often than not acts on partisan basis and kills the basic. They urged upon the Governor to make amendment in the Panchayati Raj Act 1989 J&K in chapter xi, rule 45 sub-rule (3) completely banning nomination to be made by the government. The AAP-JK further criticized the successive state Governments for not constituting the BDC's & District Dev. Boards by making the Panchayati Raj Act mere toothless Tigers to suit their own interests for fear of losing their relevance in the eyes of public. They hailed the step of former Governor N. N. Vohra for making amendment in the state Panchayati Raj Act thereby directly electing the Sarpanch and thus strengthening the basic unit of democracy.
They appealed the present Governor to make a history by constituting the Block Development Council and District Planning and Development Boards in the state which has never been done in the state for last 70 years due to vested interests of our MLA's/the law makers who did so for fear of getting irrelevant and politically un-employed.
