Jammu, Feb 21: Despite incessant thrust from Ministry of Human Resource Development to create school infrastructure, the education department has failed to achieve the set target under Samagra Shiksha as the financial year is near to end.
Computer rooms, Science Laboratories and libraries are yet to be constructed.
Sources informed Early Times that under Integrated Centrally Sponsored Scheme for School Education- Samagra Shiksha which has been launched from 2018, the government sanctioned spree of projects for infrastructure development of either at elementary level and secondary level.
"However, the state government has withdrawan sufficient funds for the same from central share but the set target of 2018-19 yet to be achieved while only one month left to end this financial year", said sources while wishing anonymity.
As per the available information, the union government had sanctioned 648 secondary schools but against the sanctioned schools, only 348 schools are completed while nearly 300 schools still not completed. 533 schools approved for strengthening at secondary level but the schools education department completed only 256 schools while 277 schools yet to be strengthen.
The document further reveals that against the 310 Additional Class Room (ACR), the department constructed only 82 ACR while 228 yet to kick start. The nonchalant attitude can be gauged from this fact that against the sanctioned Science Laboratory 261 and Computer Room 238, the department has constructed only 59 and 77 respectively whiles 202 Science Lab and 238 Computer room yet to be constructed.
Sources further said that however, the state government claimed that Jammu and Kashmir has become an open defecation free but several schools across the state have no toilet block or under construction.
"The education department has set the target of construction of 478 boy toilet block but against the target, only 254 has been constructed in one year and remaining yet to constructed at secondary level", said sources and added that it shows that the school education department has dismal performance to create infrastructure across the state despite availability of sufficient funds and incessant thrust from Union government.
