Early Times Report

JAMMU, May 2: All Jammu and Kashmir Electric Department Linemen & Workers Union (EDLWU) has urged upon the higher authorities in the Power Development Department (PDD) to promote non-ITI workers of the department.
While speaking to the print and electronic media Representatives Suresh Chand Anthal has said that the Department of Power Development Jammu has given step motherly treatment to the Non-ITI employees of the Department. He has said that the Department had engaged casual labourers/daily wagers from time to time and after having completed their continuous services of more than 7 years the employees had been brought on regular establishment by regularizing their services. Sh. Anthal has said that at the time of engagement all the incumbents were Non-ITI and some of the incumbents in the department have managed acquiring ITI Trade trainings in different trades.
Anthal has said that though these incumbents who had undergone ITI Trade courses during their services ought to have obtained proper permission of the authorities for the same but without seeking period permission the incumbents have managed acquiring the Trade certificates and the departinent on the basis of such acquired ITI training they have been ranted promotions to next higher ranks and grades in clear violation of SRO-381of 1981 dated:26-08-1981 sub-ordinate Service Recruitment rules as well as violation of Govt. order No. 78-PDD of 1985 dated: 20-03-1995 and Govt. order No. 270-PDD of 1996 dated: 6-08-1996. Sh. Anthal has said that though all daily wagers whose services had been regularized were entitled for their promotion to next higher ranks as per their Seniority but it is unfortunately that pick and choose policy has been adopted by granting promotions to those ITI trained employees and ignoring other Non-ITI employees though senior to their counterparts having acquired ITI Trade certificates.
the PDD authorities for undergoing any training. How such cases were accorded permissions. They demanded that non-ITI workers should also be provided promotions, otherwise, they will be compelled to launch agitation.
Anthal has further demanded that those daily wagers of the department who completed their continuous services of 7 years need to be considered sympathetically for regularization of their services.
