| Junior assistant 'assaults' ISM migrant officer | | 'Erring JA illegally attached at ISM directorate headquarter, manipulates, destructs official records, prevents officers from discharging their legitimate official duties' | | Early Times Report
Srinagar, May 21: A junior assistant Azhar Hussian, who is illegally attached at Directorate of ISM and is facing many enquiries for his dubious character and illegal appointment, allegedly attacked a senior officer of Directorate of ISM, Dr Kuldeep Kumar Koul Assistant Director ( Headquarter) when he was performing his official duties at Unani Hospital Shalteng here.
Sources said that there are allegations of huge corruption against the ISM employees, who have stayed there for decades and formed a nexus with senior officers, who are not relieving the attached staff despite instructions from the Governor, court directions, , General Administration Department and instructions from Principal Secretary Health . Thee attachments are balant violation of civil services decentralization and recruitment Act-2010 read with rule 23 and 2 (b) of the act.
Azhar Hussian , who was appointed illegally as orderly against the non-existent post in district Budgam and promoted illegally to the post of junior Assistant of ADMO Office Anantnag, is working illegally on attachment basis in the Directorate office ISM from last many years , despite being detached by then Director ISM in 2017 on basis of a, to report his original post against which his salary is being drawn at ADMO Office Anantnag.
He was initially appointed illegally against nonexistent post of Class -IV as an orderly in Budgam district in the year 1999 reportedly , vide order no; DISM/1860-62 dated 14/6/1999 and was posted at ADMO office Budgam from 15/06/1999. He managed his entry into Headquarter (Directorate of ISM) as junior assistant against a district cadre post of ADMO Office Anantnag for drawl of pay.
Attachments are not allowed for not more than 6 months that too in emergency , while as he has been at headquarters for past 10-12 years illegally by concealing his original place of posting in conveyance with his DDO. He has managed to form a gang of officials who are all involved in corruption and destruction of records /files and was detached by then Director on 16-10-2017, on the basis of complaints. But no sooner the new Director ISM Niraj Kumar took over as Director ISM , he started calling shots by reorganizing the illegal gang and bulldozing over field staff.
He has been at Headquarter for more than 10 years now and earned huge money by promoting corruption , therefore does not want to go out of Directorate of ISM to ADMO office Anantnag which is his original place of posting . He uses all tactics to remain at one place only by flouting all the norms of attachment and detachment issued by GAD and transfer policy of the Health Department.
While as there are only 3 sanctioned posts of junior assistants at Directorate of ISM against which three persons are already working and drawing their salaries. It is astonishing to know that Azhar Hussian has been illegally working at Directorate of ISM, by shifting the Junior Assistant post from ADMO office Anantnag to Directorate of ISM for drawal of pay even if he was shunted out by then Director ISM on 06-10-2017. Present Director ISM, Dr. Phuntsog Angchuk has no competence of attaching officer/official from one district to another district or division and issuance of premature transfers despite being in know as was informed by various representations , he is acting as mute spectator due to which the corrupt Azhar Hussian has taken Directorate office as his personal property and has encroached entire establishment record/files.
There are many complaints of harassment and corruption filed by the employees alleging therein that the junior assistant has formed a corruption nexus at Directorate and employees are harassed, intimidated ,threatened of dire consequences by him if anybody raises his /her voice against the breeding corruption promoted by him and he shall be punished by destruction of his personal files and threat of transfer/ suspension.
After examining the complaints, the said official was immediately detached and sent back to his original place of posting District Anantnag. Astonishingly after being transferred by then Director Dr Kabir who had shown him the door and detached to report his original place i,e, ADMO office Anantnag , the all powerful and influential official managed his stay back at headquarter , no sooner the new incumbent Director Niraj Kumar joined in the department. He was able to mislead the new incumbent Niraj Kumar, who formed an illegal committee of subordinate officers/officials who are themselves under the scanner of illegal activities and corrupt practices , who had no jurisdiction and authority to supersede the case which had been discussed and finally dismissed by the High court on its merits which amounts to straight forward case of contempt of High Court's order and non compliance of instructions of the Governor's administration and principal Secretary Health & Medical Education.
There is no scope of any attachment by any HOD once the Govt. has issued clear cut instructions vide Govt. Order No: 1203-GAD of 2016 , dated 27-10-2016, vide GAD vide No: 23 -GAD of 2017 dated 27-04-2017, vide Circular No:22-GAD of 2018 dated 06/07/2018 and as per civil Services Decentralization and Recruitment Act-2010 read with rule 23 and 2 (b) of the act 2010 but the present Director is also acting as a mute spectator and has also joined the league in defying the standing instructions/guidelines and directions of higher authorities and has started protecting this illegally attached highly corrupt and mischievous and influential employee due to which he is still illegally attached at Headquarter against the rules, which is a matter of grave concern and puts a question mark on the functioning of the Directorate . After His attachment, corruption has touched new heights in the Directorate of ISM. He is grossly involved in manipulation of records/documents, selling of official secrets, promoting an atmosphere of insecurity for all employees whosoever meets him for official works, by intimidating them through issuance of threats and abuses and gets tailor made notes /letters /orders imported from his clients on whatsapp and email and pastes the same on the official files against huge considerations. Practically the official is most incompetent and is not able to write a paragraph of his own capabilities.
He is also providing his residential flat which he occupied illegally from Estates Department , being a District Cadre employee (Anantnag) depriving the genuine Annual Move employees to an organized group of likeminded persons for all types of illegal activities in the odd hours to prepare all files /reports in exchange of money & other mischievous activities . He is allegedly charging employees by transfer of money in various accounts to move their files from Directorate office to higher offices .The Employees who do not budge to his terms, their files are misplaced or destroyed . Employees have represented these facts the higher authorities many times about this well knit corruption within the ISM Department, but of no avail.
The employees of ISM have even approached the Advisor (K) for detachment of Azhar Hussian who vide letter No: PS/OSD/Advisor (K) /785/2019 dated 08-04-2019 have asked Principal secretary Health & Medical Education Department to examine the complaint filed by ISM employees.
Pertinently ADMO Anantnag vide his letter No..Est/ISM/Yatra -2019/80-81 , dated 22-04-2019 has requested Director ISM to detach Azhar Hussian and direct him to join his original place of posting , as the routine work of his office is suffering badly due to the attachment of Azhar Hussian at Directorate of ISM headquarter.
The employees of ISM are fed up and have requested higher authorities from time to time to free the ISM Department by removing employees like Azhar Hussian immediately from Directorate of ISM to ADMO office Anantnag which is his original place of posting as he is involved in huge practices of corruption, but nothing so far has happened.
Azhar Hussian has also developed a gang of subordinate employees in the administrative Department of Health & GAD and manages to get the files and all other records/complaints files against him destroyed /delayed, which is a matter of great concern. The employees have reportedly decided to go for protest if no action is taken against this gang and request Governor and Advisor ( Health) and principal Secretary to Govt (HME) to immediately remove these corrupt officials by conducting the post mortem of the department and save it from the cancer of these mischievous and corrupt employees. |
