Incharge cadres of SED seek regularisation; appeal Governor, CS

Udhampur, June 18: A Joint meeting of incharge cadres of school education department was held at Udhampur under the chairmanship of Amar Nath Thakur State chairman of SEECC to discuss the latest status of Incharge cadres regularization. In the meeting all the participants expressed their resentment for not issuing the regularization orders of 8000 incharge officers and adopting the delaying tactics, no meeting of regularization committee has been convened after 18/3/2019 till date by the department authorities.
Addressing the participants Thakur appealed Governor and Chief Secretary to get the SAC decision and order No:-114-GAD of 2019 dated. 23-01-2019 regarding regularization of all back log and fresh incharge officers implemented, who are not regularizes for last fifteen long years and hundreds of them have died, more than two thousand retired till date without regularization.
He further added that a five member committee under the chairmanship of commissioner secretary school education department, including one member each from GAD and finance departments was also constituted for the purpose vide order No. 115- GAD of 2019 dated 23-01-2019. Chief Secretary in this regard also issued directions to all administrative secretaries vide circular No.As/GAD/mtg/ 2019/54-77dated 02-4-2019 to regularize all incharge officers up to 30-4-2019 and clear all pending vig. clearances but it is regrettable that no action has been taken till date by the department to provide justice to all incharge cadres. All formalities of 10+ 2 incharge lecturers like, vig clearance, integrity, cause of vacancy, work and conduct , seniority etc is complete but even then regularization is delayed for unknown reasons which has created resentment.
