Contractual's wages hiked from Rs 10k to 25k

Jammu, July 7: In an unprecedented case of trashing financial rules, Dr. Manoj Dhar, Vice Chancellor of Jammu University, has broken all previous records of muddling with the financial rules to adequately enhance the monthly remuneration of a contractual employee who earlier refused to join the post of clerk after his regularization in 2016.
Sources in the university informed that as per order issued by Registrar JU No: aEstab.07.6189-95 dated 26-7-2017, Irfan Ahmed Goni, son of Mushtaq Ahmed Goni, of House No: 301 Mohalla Dalpatian, Jammu, was engaged initially for a period of 89 days on the consolidated amount of Rs 8000 per month.
Surprisingly there was no mention of job in the order on which he was to work. Sources said there were many other consolidated employees who were engaged by the university at the rate of Rs 4000 per month which was uniform rate for initial engagement of consolidated employees in the university.
Goni appears to have been given special treatment by the university authority from time to time out of the way which led to his elevation as well as enhancement of consolidated amount from Rs 8000 to Rs 25000 gradually. Thus VC JU is cleverly manipulating to clear decks to absorb him on the post of Development Officer without proper recruitment under rules.
Sources further said that in 2010, Goni he was awarded the job of Liaison Officer on contractual basis there itself followed by his placement in the year 2011 as Development Officer in the Offsite campus with monthly remuneration of Rs 10000, which was also objectionable because all the contractual employees were being paid Rs 6000 till they were regularized in the 2017.
Alleging that during all these years for most the time, Goni continued to work in the University campus Jammu instead of Bhaderwah with the grace of higher authorities of the university, sources informed adding that during the year 2017, the then Vice Chancellor confirmed the contractual employees including Goni, but he declined to join the post after regularization, probably with the active connivance of university authorities who did not initiate action under rules to terminate his services for non compliance of university order.
However during the year 2017, the post of Development Officer was advertised by the university, but Goni got stay from the court, thus crumbling the whole process of regular appointment of a well qualified and competent candidate, sources said.
They said that soon after Dr. Manoj Dhar was appointed as VC Jammu, Goni at the instance of incumbent VC took his case back from the court on the temptation of enhancing his remuneration upward from Rs. 10000 to Rs. 25000 per month which the order issued by Registrar reveals.
Criticizing the act of favoritism and nepotism adopted by VC in this specific case of disobedience and insubordination shown by Goni, first by not complying with his regularization order and then proceeding to the court against advertised post of Development Officer which he is illegally occupying on contractual basis, sources castigated the VC for his inability to assert his authority as Head of the Institution to take stern disciplinary action against Goni, who is flouting the university order and making the former to dance to his tune.
Sources disclosed that Manoj Dhar instead of snubbing such an unfaithful contractual employee, he went on to oblige his blue eyed contractual employee by enhancing his contractual wages from Rs. 10000 to Rs. 25000 on the recommendation of a puppet committee, as per order No. Estab./19/3448-55. Dated 11-06-19 of the university, sources said.
They said that without taking the case of Goni for enhancement of his wages three time higher to the statutory body like Syndicate or University Council, Dr. Manoj Dhar simply banked upon the recommendation of normal committee of selective members from campus to enhance his wages from Rs. 10000 to Rs. 25000, which has no financial backup or authority to recommend.
Seeing the ploy of VC JU to pave final way for backdoor entry of Iran Goni on the post of Development Officer in the University without allowing recruitment and appointment through standard operating procedures, Dr. Manoj Dhar did not bother to get the stay vacated from the court for proper recruitment of deserving person on the post of Development Officer sources told, adding that lawlessness and recruitment rules violations are in vogue with impunity under the nose of VC. To curb recruitment scams and financial irregularities, a thorough probe is demanded by Anti Corruption Bureau, sources urged the Chancellor of the university to take cognizance of the matter for necessary action. Next series of scam and financial irregularities in Jammu University shall follow shortly, sources added.
