Dineshwar Sharma, IPS Vijay Kumar in Race For L-G's Post in J&K Union Territory

New Delhi, August 9: After Parliament passed the Jammu and Kashmir Reorganisation Bill 2019 paving way for the bifurcation of the state into two Union Territories (UTs), the Centre is considering names to appoint the first lieutenant governor (L-G) of Jammu and Kashmir. Retired IPS officer Vijay Kumar and Centre's Special Representative Dineshwar Sharma are top contenders for the post of lieutenant governor of Jammu and Kashmir Union Territory, reports said.
Dineshwar Sharma, former Director of the Intelligence Bureau, was appointed as the Centre's interlocutor for Jammu and Kashmir in 2017. He was appointed as the government's representative for carrying forward a "sustained dialogue" with all stakeholders in Jammu and Kashmir. In 2018, IPS Vijay Kumar was appointed as an Advisor to the Governor of Jammu and Kashmir along with IAS officer BB Vyas, the Chief Secretary of the state. Kumar earlier held the post of senior security adviser to the Ministry of Home Affairs (MHA). A 1975-batch IPS officer of Tamil Nadu cadre, he was the chief of the Special Task Force that launched ‘Operation Cocoon’ to nab or kill sandalwood smuggler Veerappan in Tamil Nadu. He was in the Kashmir Valley, as Inspector General of the Border Security Force (BSF) between 1998 and 2001.

Kumar also served as the Director-General of the Central Reserve Police Force (CRPF) between 2010 and 2012. President Ram Nath Kovind on Friday gave his assent to the Jammu and Kashmir Reorganisation Act, 2019, which bifurcates Jammu and Kashmir into two Union territories -- Jammu and Kashmir with a legislature, and Ladakh without a legislature. The Parliament also adopted a resolution scrapping the special status of Jammu and Kashmir under Article 370.
