 |  | The Muslim Gujjar and Bakarwal  can be found in Jammu & Kashmir's districts of Poonch, Rajouri, Jammu, Samba, Kathua, Udhampur, Reasi, Ramban, Doda and Kishtwar  Districts of Jammu Division and Srinagar, Badgam, Anantnag, Kulgam, Shopian, Kupwara, Bandipura, Pulwama  Baramula & Ganderbal Districts of Kashmir Division. There are two sects of Gujjars in Jammu and Kashmir viz. Gujjar and Bakarwal. Bakarwal are about   10 lakhs in whole State and Gujjar are  about 24 lakhs.  All the Gujjar Bakarwal of J&K belongs to Islam religion with total population of Gujjar Bakarwal in J&K about 34 Lakhs. Problems and needs of Muslim Gujjars Bakarwals are quite different from other communities of the J&K state. Language and culture of Gujjar Bakarwal community is also different than those of other communities of this state that is why community has its own peculiar Muslim Gujjar Bakarwal community is different and as such the community has a distinct identity.The Muslim Gujjars-Bakarwals of J&K are divided into 3 tribes viz., settled, half-settled and unsettled and some of them live a nomadic life. Muslim Gujjar Bakarwal community of J&K mostly resides in Hilly, Far-flung and mountainous areas near forests and on the LOC of Indo-Pak.Muslim Gujjar Bakarwal community is still politically, socially, educationally, economically lagging behind and backward. The habitation areas of Gujjars & Bakarwals in Jammu & Kashmir are lacking in facilities like road communication, electricity, water supply schemes, medical facilities and educational facilities which put Muslim Gujjars & Bakarwals in lots of hardships and troubles.The J&K state govt. had not taken any concrete steps to solve their needs & problems & for their welfare & upliftment.Muslim Gujjars & Bakarwals of J&K have always demanded for opening of boarding schools in all the districts of J&K on the pattern of Nodya Vidyalaya for Boys & Girls students of Muslim Gujjar Bakarwal community & also for establishing a tribal university in J&K for Muslim Gujjar Bakarwal tribe students but the J&K state govt. did not take their demand to the govt.of India. Because of being neglected & discriminated by J&K state govt. the Muslim Gujjar Bakarwal community of J&K is unable to step ahead in the education sector.
 The Muslim Gujjar Bakarwal educated youths of J&K are facing a large no. of unemployment during the present stage and this all is because of being neglected & discriminated by J&K state govt.
 The Gojri language is the only mother language of Gujjars & Bakarwals.The Gojri language is being spoken by a very large number population of Muslim Gujjars and Bakarwals of Jammu & Kashmir the number of which goes over many lakhs.
 The J&K state govt. had not taken any step for the welfare & upliftment of Gojri language .The Muslim Gujjar Bakarwal community have always demanded the inclusion of Gojri language in the 8th schedule of the Indian Constitution but the J&K state govt. did not accept their genuine demand & had not recommended it to the Govt. Of India for the inclusion of Gojri language in the 8th schedule of the Indian Constitution which is a great injustice to them.That is why this Gojri language of Muslim Gujjar Bakarwal community has become  a backward language.
 Recognizing their backwardness of Muslim Gujjar Bakarwal of J&K. Govt. of India granted scheduled tribe status to Gujjars Bakarwals under ordinance No. 03 of 1991 under article 342 of constitution of India on April 19, 1991 so far as has their participation in the state politics is concerned under scheduled tribe status norms, there should have been reservation of assembly segment and Lok Sabha Segments for Muslim Gujjar Bakarwal in J&K state  but it did not happen any were in the state of J&K thereby state govt. has done a great injustice to Muslim Gujjar Bakarwal community. In the J&K there are 31 (thirty one)  assembly segments and 2 (two) Lok sabha segments which are inhabited by Gujjar Bakarwals and such segments must have been reserved for Muslim Gujjar Bakarwal of J&K but due to indifferent attitude of the J&K state govt. the Muslim Gujjar Bakarwal community stands deprived of this political rights. It would be appropriate to mention here that all the efforts made by govt. of India for the development and welfare of Gujjar and Bakarwal community of J&K , have been deliberately obstructed by the J&K state govt. for the past many decades which resulted in the utter political, social ,economical & educational backwardness of Muslim Gujjar Bakarwals of Jammu and Kashmir.

 Because of Schedule Tribe (S.T) status granted to the Gujjar Bakarwal community of J&K under ordinance No. 03 of 1991 under article 342 of constitution of India on April 19, 1991, the above mentioned Lok Sabha segments must have been reserved for the Gujjar Bakarwal community of J&K state.
