Jammu, Sept 30: Adhocism in Public Works (R&B) Department depriving hundreds of Engineers from their rights, as no engineer has been confirmed above the post of Assistant Executive Engineer (AEE), due to prevailing own pay and grade system for decades. However, the Engineers' body time to time has raised voice against the injustice being meted-out to them.
Appreciating Governor Administration's move to end the discrimination with promottee DySPs in Police department, an Engineer told Early Times that despite having all privileged as per the designation above the post of AEE (Executive Engineer, Superintending Engineer and Chief Engineer) they are still on OPG basis.
"If, I'm working at Superintending Engineer and availing all facilities entitled for permanent-post, why my service is not being confirmed, this is dilemma the Engineer fraternity is going through for decades", he said, adding that time and again this issue has been raised before the popular government of past, but unfortunately the issue could not redressed yet.
Another senior engineer expressing displeasure said that reorganisation of the department has not done for last 35 years, it is the main hurdle for us. "There are total 650 AEs in the department, including 430 regular, while 220 on OPG bases, and we are working as AEs for since 2013 on OPG basis and getting salary of JE", he said, adding that Government violate its own rules. "As per Supreme Court's OPG cannot be beyond six months, if they promote us against the vacancy why our services are not being confirmed", he questioned.
"It may sound strange that department is giving us Rs 30 as field travelling allowance (FTA), an amount fixed in 1984 when re-organisation of the department was done. After creation of new districts in 2018 and new administrative units in 2014 the posts of JE, AE, AEEs and XEn were increased but unfortunately the administrative department didn't bother to regularise our services or conduct re-organisation", he added.
Commissioner Secretary, Public Works (R&B) Department Khurshid Shah could not be contacted for his comment, despite repeated attempts by the correspondent.
