| JK Govt may ask Centre to relax KAS officers' service rules | | 'Additional charge syndrome' | | Ishtiyaq Ahmad

srinagar, Oct 7: To end additional charge syndrome, Jammu and Kashmir government is likely to ask the Centre for consideration of super time scale Kashmir Administrative Service officers having 13 years of services for the secretary level posts in departments.
Sources said that issue was discussed few months back in the State Administrative Council headed by Governor Satya Pal Malik that additional charge syndrome was affecting the functioning of the governance as there is shortage of IAS officers in Jammu and Kashmir.
"The JK government is now considering relaxing service rules of KAS officers and has decided to ask the Department of Personnel and Training (DoPT) Government of India that super time KAS officers above 13 years of service shall be allowed to hold the secretary level posts in JK," sources said.
Jammu and Kashmir has strength of 137 IAS posts of which only 68 are posted at present while 13 are on central deputation.
At present, 14 IAS officers are holding the additional charge in view of officers' shortage in Jammu and Kashmir.
"Once the JK Government writes to the DoPT, it then depends on the Centre whether it accepts the request of relaxing KAS officers service rules or not," sources said.
To overcome the shortage of officers, sources said New Delhi may appoint more IAS officers of Arunchal Pradesh, Goa and Mizoram Union Territory (AGMUT) in Jammu and Kashmir.
"If more IAS officers of AGMUT are posted here to overcome the additional charge syndrome, then Centre is unlikely to accept the JK government's request. There are then least chances for the KAS officers to reach to the secretary level as officers of AGMUT cadre officers will hold those posts," a director of one of the departments, said.
The Ministry of Home Affairs recently approved AGMUT cadre IPS officer, Sagar Singh Kalsi as Superintendent of Police in JK's Anti Corruption Bureau.
Kalsi a 2010 IPS officer is the first AGMUT cadre officer to be posted in JK cadre after New Delhi passed a law to bifurcate JK into union territories.
As per JK Reorganization Act 2019, all IAS officers to be posted to union territories of JK and Ladakh shall be borne on the AGMUT cadre.
"The members of the cadres of IAS, IPS, IFS for the existing state of JK, on and from the appointed day, shall continue to function on the existing cadres," it adds. |
