Babus lobbying for JK posting, want to skip Ladakh assignment

Jammu, Oct 16: With barely a fortnight left for the formal bifurcation of Jammu and Kashmir into two union territories including Ladakh on October 31, many of the top officials are busy lobbying in the corridors of power to avoid being posted in the cold desert region.
Even though the government has asked the employees to give their choice to get posted in Jammu and Kashmir or Ladakh union territories, sources said the posting of the senior officials from the Indian Administrative Services, the Indian Police Services, the Kashmir Administrative Services and the Kashmir Police Services will be largely decided the government. And even though the government has asked for the choice, the final decision will be taken by the government itself.
It was reliably learnt that many of the senior officials in the civil and police administration are busy exploring their "channels of influence" to remain posted in Jammu and Kashmir than to be posted in Ladakh.
Sources said while some of the officials are trying to bank on their political contacts, a few of them even flew to the national capital over the issue of posting. "Almost everyone is busy trying to be posted in JK," the sources said.
Sources said most of the senior officials believe that posting in Ladakh is "tough as the people there mean business and would not accept any unfair practices or maladministration."
"The hill development councils there are very powerful and mean accountability and transparency in the system. The hill councils and the people there won't tolerate any indiscipline whereas such is not the case in Jammu and Kashmir where working is so easy," explained a senior official posted in the civil secretariat.
"Working in Ladakh has a simple mantra -perform or perish whereas working in Jammu or Kashmir is like working in Khala Ji Ka Ghar," he quipped.
Explaining his point further, he said for the darbar move officials, posting happens in favorable weather conditions which is Kashmir for summers and Jammu for winters whereas posting in Ladakh means to be in the cold desert region throughout the year.
He said given the militancy in Jammu and Kashmir, "the officials not only enjoy more security but even more power." "For any officer, posting in Jammu or Kashmir means more power, more security at home and office and ofcourse the excuse of not doing work properly with the excuse of militancy and conflict zone etc, whereas Ladakh gives you no excuse. You have to work to the optimum or they will kick you out," he said.
It is pertinent to mention that the union government has already set up panel for the segregation of resources, including the human resource working in civil and police administration, to be deputed in the twin union territories of Jammu and Kashmir and Ladakh.
Analysts said over the years the people of Jammu and Kashmir especially Jammu have been unable to make administration accountable and thus the official machinery takes things "for granted."
It is pertinent to mention that the Modi government revoked the special status of Jammu and Kashmir and bifurcated the state into two union territories. The twin union territories will formally come into force at the end of this month.
