Fate of Barrage / Lake in river Tawi

o First of all, I will say that this lake will be a reality and nobody can stop it. But bad start is not good, it started with burning hearts of engineers and blue eyed one gained.
o This barrage, the main part of lake was started in 2010 and was destined to be completed in 3years (approximately). This project was in jurisdiction of flood control division, Jammu. The XEN of F.C. Division, Jammu could not manage to get it. Then next it was in the jurisdiction of Irrigation Division No. 1, Jammu who also could not manage to get it because of ulterior motive of higher people. This project was away from irrigation division no. 2 but the XEN of Irrigation div. no. 2 satisfied higher ups and got a project of Rs. 70 cr. (approximately).
o So, heart of two XEN's and their staff burned because project was not given to them which was in their jurisdiction and was given to XEN of I.D. no. 2 without considering merit. Thus, a bad start of Barrage or lake.
o It is mentioned here for coming generations that no gifts should be taken or demanded from agencies constructing big projects. But we are a corruption loving society, so dear engineers please be satisfied with whatever gift is given by these agencies otherwise big projects will never complete. The non-completion of Tawi lake / barrage is story of corruption from very beginning from higher to lower. Other four projects for storage of water in Jammu/Kathua belt are in incomplete state because of same story of heart burning.
When tenders are floated, Blue eyed engineers are posted, the gentle ones have a sigh of bitterness and join new posting.
o As per information of general public, the design of barrage was such that, the wadi Tawi was raised by 1.1m from level of Niki Tawi. What was interest to build Wadi Tawi at higher level than Niki Tawi. A little change in level of a River can change its natural path. Wadi Tawi is becoming smaller day by day, so difference in level between both Tawis carries some ulterior motive. Whenever I tried to question about design of barrage, eyebrows were raised, as if to hide something. The designed level of Wadi Tawi barrage is 295.40m and that of Niki Tawi is 294.30m.
o Now, after lapse of so many years, it has been found that during construction the difference of levels between both Tawis has been reduced to 0.12m. Is it done deliberately or a mistake? Rumours are there that smelling coming change in government after elections of 2014, this level change was done.
o But, serious results are there, the contractor benefitted a lot due to change in level. The department don't know how the mistake was done.
o So abetted design of IIT Roorkee is not followed. Is it safe now? The engineers of IIT should be called to check it. And if, they reject it then whole of Wadi Tawi barrage costing Rs. 30 Cr. will have to be dismantled.
o But if they allow it, as it is constructed with minor changes then at least all the gates of Wadi Tawi will have to be dismantled and constructed new. Thus, a huge loss to state money at the cost of engineers of I&FC, Jammu.
o Whether an attempt was made to block Wadi Tawi by keeping it at higher level than Niki Tawi only Narco test can reveal.
o Even at present there is difference of level of 0.12m, it has the potential of changing direction of river.
o So, engineers of IIT Roorkee must be called at early date and barrage should be redesigned. After redesigning the barrage another IIT must be consulted as the present one may do some wrong to save skin of state engineers and of themselves also.
o The civil society must know all about re-design of barrage to ensure that Wadi Tawi is not blocked or disturbed , nor Niki Tawi is disturbed of its natural slopes.
o If present design of low level of Wadi Tawi is approved, a question arises, what was the fun of raising it by 1.1m and doing extra expenditures. The IIT Roorkee must explain . And who will be responsible for saving to contractor for laying barrage on Wadi Tawi down by aprox. 1.1m. Who will be responsible if IIT Roorkee says that present construction is not safe, as not constructed as per design. Then the whole structure on Wadi Tawi will have to be dismantled, a loss of Rs. 30 Cr. to state
o Still there is difference of 0.12m of level between both Tawis. A team of MLA/MLC's came to inquire in August 2017, only a tour of comforts as they refused to stay in Circuit House. They stayed in Hari Niwas, travelled in luxury cars and went back. Whether their air ticket bills and stay at Hari Niwas is paid or not.
o The civil society of Jammu must insure that natural slopes/paths of both Tawis are not disturbed or changed. The blue eyed engineers/officers are born under bright stars and they have the potential to befool others ie members of civil society and our elected representatives. Be prepared , O ! civil society, of Jammu for fight or there will be no lake on Jammu Tawi.
In hydraulic wing of Jammu and Kashmir, there are four post of Chief Engineers which are important i.e. 1-2 CE, Irrigation and F.C. Jammu and Srinagar and 3-4, CE, PHE, Jammu and Srinagar. Always these posts are filled with top corrupt engineers, who pay the higher people at time of posting. The Rs. 1.5 Cr, Akhnoor irrigation scam was result of total lack of integrity on the part of CE/SE. The XEN, Irrigation division writes to CE to transfer stock keeper, but CE gives that store keeper additional charge of another lucrative post. Thus, it is evident that secretariat is epitome of corruption, it is epicentre of corruption and breading ground of corruption. A distt. Development commissioner may be honest in the eyes of people, but he will like a corrupt XEN, who can give him 2% of grants. Similarly, all higher people want only a corrupt Chief Engineer at above said posts.
