anantnag, Nov 29: The Center Sponsored Scheme, Indira Awas Yojna (IAY) has failed to end the miseries of downtrodden people in Kashmir valley can be gauged from the fact that around 2312 poor families alone in Anantnag district haven't received promised money from the Rural Development Department for constructions of their houses under the scheme.
The families, mostly belonging to Below Poverty Line and other categories, have received a portion of payment in year 2014 after the department approved their cases, however since then the department hasn't paid them second installment.
"The department hasn't released second installment in our favor because of which we couldn't complete the construction work," says Gulzar Ahmad of Nowpora Anantnag.
Gulzar, a labor by profession and supporting the family of six including his five teenage children, often visits the office of Block Development Mattan, however his repeated requests aren't being heard.
"It was like a mountain of sorrow had crashed over us. We couldn't do anything except weep for days. My husband, having always been courageous, resolved to work day and night and earn enough for our kids. But the anxiety took its toll on him. Three years back in a tragedic road accident Gulzar received major injuries with both legs left Gulzar paralyze when all their kids were quite young, having left with no source of income, says Gulzar's wife
She alleges that Indira Awas Yojna (IAY) a centrally sponsored scheme has been failed to end miseries of people in south Kashmir's Anantnag district, Government has been failed to reach out poor people in District. Despite repeated attempts to concerned authorities nothing has changed on the ground level, she said.
Added that five years have been passed we are still waiting for second installment, she along with many other families visited the concerned officials but they have turned deaf ears towards us, she said.
Meanwhile Gulzar and his family still didn't know that the scheme was wind up in 2016. The then central government has converted this scheme into Pradan Mantri Awas Yojna (PMAY) and provides funds of RS 130000 instead of 75000 to BPL beneficiaries. The Government has left us in darkness to all the beneficiaries who have applied for this scheme, said Gulzar's wife.
The IAY scheme was launched in 1985s originally targeted to help poor houseless families to make concrete houses with an amount of Rs 75000.
ACD Anantnag Mohammad Aslam admitted that at least 2312 cases of this scheme is pending with an total amount of Rs 13 crore 93 lacks in Anantnag District, we have submitted a report to Government of India and hope that the government will take any action. Aslam said.
