Hakla demands establishment of Tribal Development Council

Poonch, Dec 29: The Prominent Muslim Gujjar leader and an intellectual of Jammu and Kashmir Shamsher Hakla Poonchi said that the need of hours is to encourage the Gujjar Bakarwal tribe of J&K in view of present unrest situation in Jammu and Kashmir.
As per press statement, he said the Gujjar Bakarwal tribe of is economically, educationally, socially and politically backward. The Gujjar Bakarwal tribe of J&K mostly resides in Hilly, Far-flung and mountainous areas near forests and on the LOC of Indo-Pak. The Gujjar Bakarwal tribe has its habitation in twenty (20) districts of J&K with the population over many lakhs. All the Gujjars Bakarwals of J&K belong to Islam religion.
He said that the habitation areas of Gujjars Bakarwals in Jammu and Kashmir are lacking in facilities like road communication, electricity, water supply schemes, medical facilities and educational facilities which put Gujjars & Bakarwals in lots of hardships and troubles. The Gujjars-Bakarwals of J&K are divided into 3 tribes viz., Settled, half-settled and unsettled and some of them live a nomadic life. The needs and the problems of Gujjar Bakarwal tribe are quite different from other tribes of Jammu & Kashmir. Language and culture of Gujjar Bakarwal tribe is also different from other tribes of Jammu & Kashmir and as such the community has a distinct identity and a peculiar position.
He demanded Government of India to establish tribal developmental council in J&K with the financial and developmental power for development and welfare of Gujjar Bakarwal tribe of J&K.
Hakla also demanded that a new survey should be conducted during the winter season, so that the exact population of Gujjar Bakarwal Tribe of J&K can be found.He said that this special survey will help the government in planning for the betterment and development of the Gujjar Bakarwal Tribe of J&K.
