Despite court order CDPO Tangdar fails to release salary of lady Safai Karamchari

SRINAGAR, Feb 25: Despite the High Court order, the salary of the lady Safai Karamchari has not released so far. Meanwhile, CDPO has sent the order copy of Safai Karamchari to Zahoor Ahmad only while as order of lady Safai Karmchari was copied to Kaleeda Begum and DPO Kupwara as well.
Office of the Child Development Project Officer Tangdar issued an order of engagement of Safai Karamchari in ICDS Tangdar.
The order vide no: ICDS/TGR/11/91-92 Dated 25/6/11 reads that, “Mst Kaleeda Begum W/O Shabir Ahmad Lone R/O Tangdar is hereby temperately engaged as Safai Karamchari in ICDS Project HQ Tangdar with immediate effect. “She will be paying monthly charges of Rs 400/ her monthly dues will be drawn against office expenses or office contingency only”, reads an order copy.
However the order was copied to the District Programme Officer Kupwara for information, and Kaleeda Begum for immediate compliance. Meanwhile in 2012, another order was issued vide no: CDPO/ ICDS/Tng/12/Esst/ 151-52 dated 16-4-2012 that reads, engagement as Safai Karamchari in ICDS Project Tangdar.
Order reads that, Shri Zahoor Ahmad Mir S/O Gh Rasool Mir R/O Khawarpora Tandar Karnah is here by temporarily engaged as Safai Karamchari for sweeping of office and store ta ICDS project Tangdar on consolidated wages @ of Rs 600/ per month w.e.f 1/3/2012. The order copy was sent to Zahoor for information and immediate necessary action.

However sources said that, order copy vide no: ICDS/TGR/11/91-92 Dated 25/6/11 was sent to Kaleeda Begum and District Programme Officer Kupwara for information, while as an order copy vide no CDPO/ICDS/Tng/12/Esst/151-52 dated 16-4-2012 was only sent to Zahoor for information and immediate necessary action.
The honorarium for Kaleeda was fixed as Rs 400/ per month, and consolidated wages of @ of Rs 600/ per month was fixed for Zahoor. Sources further said that, husband of Kaleeda Begum, Shabir Ahmad Lone sought the details and other responses from the concerned departments whatsoever.
In the meantime, details were sought from M.E.S supplier, contractor and transporter, M/S Rather Brothers Gund Drugmulla of district Kupwara wherein the supplier sends a letter to Garrison Engineer 874 EWS C/O 56AP.
The letter reads that, CA, no GE-874/EWS-13/2017-2018 outsourcing of service for operation and maintenance of E/M installations at Tangdar Garrison. It is submitted that the below mentioned persons are working as electrician FGM with my firm against subjected CA, their Adhar linked account no’s are as under, among which at s.no 11, name of Zahoor Ahmad Mir is shown vide his Adhar no: 011404080000439 and other details, and copy was sent to AGE E/M, reads the letter.
Soon after this, husband of Kaleeda Begum approached the High Court of Jammu and Kashmir, Srinagar for justice, wherein a case was filed by a petitioner, Kaleeda Begum Versus State of J&K & ors vide SWP No.653/2018 MP No.01/2018, and the petitioner was called for hearing on dated 27.3.2018.
Upon hearing counsel the Court passed the order. The verbatim is as, “in the meantime, Status-quo in regard to the working of Safai Karamchari be maintained in the office of the Child Development Project Officer (CDPO Tangdar). It is further provided that due salary be released in favour of such person who is continuing and discharging his duties as Safai Karamchari”, reads the court order, vide no 11677 dated 30-3-18.
