R&B engineers play ‘truant’, deviate site plan of road in Pouni, construct wall that caves in 6 months

REASI, Aug 10: The engineers of Roads & Buildings (R&B) Department in a tehsil of this district managed to manipulate the site plan of a road and constructed the same road some 200 metres away from the original site of construction of road.
Early Times has learnt from sources that in 2018-19 the R&B department invited tenders for the development of a three kilomteres road in the Pouni tehsil. The road was supposed to be developed from Sobha Dhanga and would connect with Godhar Khalsa village that lies some three kilomteres away.
Through the e-tendering process the tender was allotted to a contractor with the total cost of the project being two crore rupees. An allotment of Rs. 1.44 crores was made to the contractor and the work got started.
The engineers of the concerned department played ‘truant’ in the whole process.
“The engineers of the department including DE, AEE and JE did not visit the site of construction. They instead played truant and ensured that there is a deviation in the development of road with the construction taking place some 200 meters away from the original site,” said the sources.
Sources said that 10 percent work has been completed on the road developed after deviation and it is so steep that a vehicle cannot ply on it and not to talk of the people walking on the same.
They said the engineers constructed a wall on the road with the cost being Rs. 15 lakhs and the amount spent on the deviated road is Rs. 20 lakhs.
“The wall developed cracks within six months and it has suffered huge damages. In other words we can say that 35 lakh rupees have gone down the drain.
For the past six months the work on development of road has come to grinding halt and the present engineers including the DE have accepted that deviation has taken place,” said sources.
The locals of the village have demanded that the work on the road be restarted at the earliest and at the same time the amount spent on the deviated road along with the wall is recovered from the engineers who played ‘truant’.
They said the DE as well as other engineers is not taking any worthwhile action in this regard.
When contacted DE (R&B) Reasi Janak Raj said that a team of the department visited the site some days back adding that the department is contemplating to take some action in the matter.
