Scam: Arms licenses getting renewed manually

Jammu, Sept 24: Despite clear directions from the Ministry of Home Affairs to renew arms licenses online, manually renewed licenses are in circulation in clear violation of the Arms Act.
Sources told Early Times that agents are allegedly getting these licenses renewed manually and it looks like a part of big nexus.
Before 2017 arms license used to get renewed manually but after digitalization of arms record, it was made mandatory to get the arms licence of every individual renewed through an online process thereby manual renewal was termed invalid.
Some snapshots of renewed arms licenses in possession of Early Times clearly indicate that that these were renewed manually instead of following the online procedure in Jammu region.
Interestingly, the snapshot of two different arms licences, which have been renewed from two different districts, the handwriting in both licences is same, which clearly shows that there is some kind of nexus in committing this illegal practice and hoodwinking the arm license holders at the pretext of renewal.
As per guidelines issued by the MHA under Arms Act 2016, it has been made obligatory that the licence will be renewed on online portal ndal-alis.gov.in. The license holder will submit all requisite formalities including address proof, fee voucher /challan deposited in government treasury for year wise fee, like for one year the fee charged is Rs 500. After scrutinizing all formalities, an online computer generated receipt is issued by the authority concerned wherein barcode is also mentioned, which is then pasted on the arm license and considered authentic.
When Early Times contacted one of the officials in this connection for his version, he requested anonymity and denied issuance of any renewed license by him. He further said that he is in home quarantine due to COVID infection so there is no chance of him renewing any license.
He also said that only online renewal of arms licenses is valid and manually renewed licenses are considered fake.
