Tehsildar Uri does not know about his powers, functions, duties; provides incomplete information to RTI applicant

SRINAGAR, Oct 28: The people at helm are quite indifferent towards the implementation of Right to Information (RTI) Act in Jammu & Kashmir and they usually give damn to the RTI applications submitted by people in order to seek information.
In a latest example in this regard Tehsidar Uri has provided incomplete information to an RTI applicant who sought details about the overall functioning of the office of Tehsildar Uri. The RTI applicant had posed six questions in the RTI application and most of the questions have remained unanswered in the reply.
The RTI applicant Bashir Bhat had sought photo copy of documents mentioning about powers, functions and duties of Tehsildar. In the reply Tehsildar Uri has said that the information does not pertain to the office. The Tehsildar in response to question to show digital or documental proof of the implementation of Section 4 of RTI Act 2005 said that the Act has been implemented in the office in letter and spirit.
Through the RTI application the RTI applicant had sought clear photo copy of the documents showing that Public Service Guarantee Act (PSGA) is implemented in Tehsil Uri. In reply the Tehsildar Uri said that PSGA has been implemented in the office in letter and spirit.
The RTI applicant had sought inspection of files and documents under section 2 (j) (i) of RTI Act. In reply the Tehsildar Uri said that the inspection of files and relevant documents is in vogue in the office. The Tehsildar Uri has failed to give satisfactory reply to the points raised by the RTI applicant. The RTI applicant had posed a question about the total number of employees posted at Tehsil Office, Uri. He had sought complete details like name, address, salary and category of employees posted at Tehsil Office, Uri. The Tehsildar in reply just gave details about the number of employees while hiding the remaining information for the reasons best known to him.
The only satisfactory reply that the Tehsildar gave was to ask the RTI applicant to contact the office in order to get the information in electronic form. The RTI applicant is disappointed by the lackadaisical attitude of the Tehsildar Uri and said that the officer has given a damn to the provisions of RTI Act.
Naveed Bukhtiyar, Youth Coordinator J&K RTI Movement while referring to the issue said that RTI Act overrides the Official Secrets Act adding that the same has failed to override bureaucratic ego. “It is the responsibility of general public to put such practices in public and expose such practices, it is the only way we can see to save this law in this era.”
