Rajouri, Oct 31: Probe ordered by the Block Development Officer (BDO) Bhudal into the release of repeated payments for the same work is yet to see light of the day. The inquiry was ordered nearly 45-days ago.
It’s in place to mention here that the probe was ordered after the publication of a news report about the "payment scandal" in Early Times.
The news report had revealed the details about release of repeated payments for the same works in Panchayat Parori of tehsil Kotranka of Rajouri District by Rural Development Department (RDD).
Sources told Early Times that the BDO Kotranak (Budhal) had asked for the detailed report and directed the concerned MPW, GRS and JE-TA in an order issued on 9-9- 2020 wherein, the BDO had referred the news item and demanded detail of correct nomenclature of the work along with the location of work against which the complaint is made.
He also sought reply that whether any such work has been executed by RDD or duplication of work exist, detail of the payments released as per the mentioned in news.
But till date no report has been submitted to the BDO by the above mentioned officials, which clearly shows that there is something fishy that is why the inquiry report is being delayed.
After the allegations had surfaced, local residents had demanded a CBI probe into all works executed in this particular panchayat. They had alleged that panchayat representatives along with RDD officials have been plundering public money in the name of development.
Pertinently, there were allegations that major frauds have been committed under Swachh Bharat Mission (SBM) wherein it has been observed that three payments were released from different heads for a bathroom in the panchayat. “Department released payments for a bathroom under SBM and then from CDF of the local legislator and later the payment was released under 14th FC,” they said.
Similarly many illegal payments were released for construction of Harvesting Tank by showing septic tanks as Harvesting Tanks. It has been alleged that the department erected boards near Septic Tanks in the area and clicked photos for proof and payments were cleared. Several other schemes for rural wherein frauds were done like in construction of cattle rearing sheds, payments were allegedly released.
Pertinently, a case came to fore in the recent past wherein a local resident had constructed a portion of road which was crossing from his house from his own expenses but to utter shock, later it was disclosed that someone had clicked the photographs of the road and got the payment cleared from the department.
When contacted DDC Rajouri Mohammad Sheikh Nazir, said that he would take action in this matter.
