Govt transfers 53 sub centers of health department to Municipal corporations of Jammu, Srinagar

JAMMU, Nov 6: In a first, under the mandate of 74th constitutional amendment, the Jammu and Kashmir government has transferred as many 53 sub centers of health department to Municipal Corporation of Srinagar and Municipal Corporation of Jammu.
As per the order issued by the government of Jammu and Kashmir Health & Medical Education Department, which read, devolution of functions, functionaries and funds to the Urban Local Bodies as per the mandate of 74th of constitutional amendment.
The order further reads that sanction is accorded transfer of following sub centers of the Health Services Department, Kashmir, Health Services Department Jammu and Family Welfare MCH and Immunization Department Jammu and Kashmir, falling with the Municipal Limits of Srinagar and Jammu to the Municipal Corporation, Srinagar and Municipal Corporation, Jammu respectively, along with all assets, posts, staff and funds.
As per the order, out of the 53 sub centers that are transferred to Municipal Corporations of Jammu and Srinagar, 37 are from Srinagar and 16 from Jammu.
The order further reads, “The staff in these sub centers shall be posted by the Health Services Department Jammu/Kashmir and Family Welfare, MCH & Immunization Department on deputation basis.
The cadre control of the staff so deputed shall be maintained by the Health Services Department, Kashmir, Health Services Department, Jammu and Family Welfare, MCH & Immunization Department, Jammu and Kashmir as the case they may be.
Further the Health & Medical Education Department shall open a separate budget Head for transfer of Capex/Opex funds to the Urban Local Bodies.
As per the order, details of budget of Sub Centers along with the total budgetary allocation per annum for sub centers transferred to Srinagar Municipal Corporation include Rs. 533. 17 lacs in (Health Department), Rs. 381. Lacs in (Family Welfare Department).
While for sub centers in Jammu Municipal Corporation, the budget include Rs. 150.00 lac rupees in Health Department and Rs. 100.08 Lac rupees for Family Welfare Department.
