JKPCC fails to formulate quality control manual
Despite approval of setting up of testing labs by BOD nothing on ground

Jammu, Jan 11: The Jammu and Kashmir Project Construction Corporation (JKPCC) has allegedly not formulated any quality control manual for conducting various kinds of tests of works quality of various projects being executed by it across Jammu and Kashmir.
Sources told Early Times that JKPCC lacks in bringing quality control measures for the construction works of government projects.
“To ensure quality in its works the Company needs to put in place control measures. However, the Company had not framed any quality control manual spelling out parameters or standards for various kinds of tests,” they said.
Although the Board of Directors of Jammu and Kashmir Project Construction Corporation had approved establishment of site laboratories at all major projects for ensuring quality in works executed in 2012 but however, no laboratories had been established at any work site, they said.
They further said that JKPCC had two quality control wings, one each at Srinagar and Jammu, which are entrusted with the responsibility to conduct all relevant tests at field work sites as well as in laboratories. More than 400 quality control tests which include soil investigation, physical test of cement, bricks, aggregate, cement concrete cube and design mix conducted at Quality Control Wing at Srinagar during 2012-16, wherein some found negative.
Similarly, in Jammu laboratory, only one kind of test including cement concrete cube was carried out. Out of 150 tests conducted and failure was observed in six instances. The Management was asked to make endeavour to frame a quality control manual, direct the Quality Control wing at Jammu to conduct other tests also and in case of negative test results, the site in-charges have been directed to ensure quality execution of works, they maintained.
Pertinently, internal control mechanism within the Company is required to ensure that its activities are carried out in an economical, effective and efficient manner and the system could identify and deal with any risk to realisation of the Company’s objectives.
