Many teachers, masters staying in schools beyond seven years

JAMMU, Mar 11: Exposing its own helplessness in effecting transfers as per the laid guidelines, the School Education department has admitted that many teachers, masters have been overstaying in various schools across Jammu and Kashmir for the last more than seven years.
According to sources, the Administrative secretary of School Education department had held a meeting at Civil Secretariat Jammu, which was attended by Director JKSCERT, Director School Education Kashmir, Director Finance, Project Director Samagra, Additional Secretary, Joint Director Planning, Deputy Secretary, All Chief Education Officers of Jammu Division and Nodal Officer, school Education department.
As per minutes of meeting, the School Education department has made an open admission that those applicants (teachers/masters) who have mature stay of more than seven years or more be considered in first instance for transfers and those have stayed of more than four years would be considered later on.
“With this open admission the School Education department has exposed its own failure in implementation of transfer policy in letter and spirit”, a teacher said, adding that maximum of these overstaying teaching fraternity members have strong political links and have managed their stay in the city areas, which fall in close vicinity of their area of residence and were beneficiaries of transfer industry.
The teachers further said that those overstaying in peripheral areas were the actual victims, who have not been allowed to return back to the city areas, due to the strong nexus of the influential teachers and officials of the School Education department.
“If the Department is aware that many are overstaying beyond seven years then instead of only transferring them, the department should enquire about the rationale behind their overstay. If these overstaying teachers have been managing their stay due to strong political links to their favourite destinations, then it is amply clear that these teachers are in strong nexus with department officials and are unwilling to serve in rural areas. Such teachers should be given premature retirement”, a teacher said, adding that if the department would simply transfer these teachers, they would return back to their favourite place of posting after a few months.
The teachers further said that if the department had been selectively implementing its own transfer policy, which advocates for a maximum of three years stay in city areas and two years stay in rural areas, then action should also be taken against the responsible officials.
