Early Times Report
KATHUA, Aug 24: Department of Revenue today organised an awareness programme on Digital India Land Records Modernization Programme (DILRMP) as part of the special series of activities being held under the aegis of 'Azadi Ka Amrut Mahotsav' India @ 75.
Deputy Commissioner, Rahul Yadav presided over the function. Registrar, Suresh Kumar Sharma; Assistant Commissioner Revenue, Sandeep Seonitra; Assistant Development Commissioner, (P) Sohan Lal; Chief Planning Officer, Uttam Singh; Tehsildar Kathua, Tehsildar Headquarter, Revenue officers and officials were present on the occasion.
During the awareness programme, the features and benefits of Digital India Land Records Modernization Programme (DILRMP) and SWAMITVA programme were explained to the participants.
In his address, Deputy Commissioner, Rahul Yadav said that the main aim of DILRMP is to usher in a system of updated land records, automated and automatic mutation, integration between the records, inter-connectivity between revenue and registration, to replace the present deeds registration and presumptive title system with that of conclusive titling with title guarantee.
He said that digitisation of land records will make it tamper proof, discourage litigation and facilitate easy availability of revenue (land related) certificates like mutation, Jamabandi and also offer online services to the general public.
Earlier, Resource Person from Ramtech (DILRMP), Jammu Dr Kesari Rana informed that with the completion of digitisation of Revenue Records, SWAMITVA programme will be launched to provide an integrated property validation solution for rural India. He said the demarcation of Rural Abadi areas would be done using Drone Surveying technology. He added that the system would provide the 'record of rights' to village household owners possessing houses in inhabited rural areas in villages which, in turn, would enable them to use their property as a financial asset for taking loans and other financial benefits from the Bank.
It is pertinent to mention here that a similar awareness programme was organised by the Revenue Department to create awareness regarding National Generic Document Registration System (NGDRS) on 19th of July 2021 to educate stakeholders.
