AIPEF opposes proposal to transfer 33 KV transmission-system to Transco

Jammu, Sept 6: The All India Power Engineers' Federation (AIPEF) has rejected the proposal of the Ministry of Power to handover 33 KV transmission system assets to the state transmission utility and formation of a joint venture company with Power Grid to improve finances.
V K Gupta Spokesperson AIPEF said that the Federation on Monday has written a letter to the R K Singh union power minister giving its detailed comments on the direction of ministry to the states. The letter mentions that by bringing the 33 KV system under transmission and forming a joint venture company with Power Grid is the encroachment of the central government on a state subject.
The Union power ministry has written the chief secretary and the principal secretary (power ) of Punjab, and other states on September 1 that 33 KV the transmission system may soon be merged with the transmission network in a phased manner to improve its working. In case the state government is not in a position to provide financial assistance to the transmission company then it should form a joint venture with Power Grid for mobilising financial resources.
The letter mentions that the issue of transmission loss reduction is a critically important subject already being addressed by the state regulatory commission as per Electricity Act 2003 and as per National Electricity Policy of 2005.
The approach of the Ministry of Power to dictate policy matters on issues internal to Discom working are against the federal structure of the country.
Further, the state electricity boards were unbundled into parts by all the states as per the electricity act 2003 depending upon their requirements and now to transfer 33KV transmission system to Transco is a clear violation of the act.
A mere change in ownership will not solve the problem of high losses. The losses will remain high unless the corrective steps are taken such as augmenting of transformer capacity or de-loading by shifting some feeders to another substation are taken.
VK Gupta alleged that the move is aimed to finish government discoms to facilitate private suppliers. It is an attempt towards privatization through the backdoor. The move is nothing, but part of the larger design aimed to hand over the distribution system to private players.
