Promotee Accounts Officers resent denial of voting right in elections
9/6/2021 11:29:55 PM
EARLY TIMES REPORT

Jammu, Sept 6: The Jammu and Kashmir Promotee Accounts officers held a meeting in Srinagar and have strongly resented the procedure adopted in the elections held by the Jammu and Kashmir Finance and Accounts Society.
During the elections the promotee accounts officers have been deprived of their voting rights despite being defacto members of the Jammu and Kashmir Finance and accounts society as per the articles of association and memorandum/ constitution of the society as filed with the registrar of the societies.
The constitution of the society lays down that any Gazetted officer of the accounts cadre can be a member and has a voting right. It is pertinent to mention that only 271 members from the KAS services having accounts cadre were allowed to vote and elect the office bearers from amongst themselves.
There are nearly more than 600 Gazetted officers of the Accounts cadre which includes the promotee Accounts officers as well who have been kept out of the voting right. The office bearers of the said society have been administered oath by the Additional Chief secretary Atal Dullo despite the election process being an eyewash and the modus operandi has proved to be partisan with specific motives of the KAS accounts cadre only being catered and deliberate attempt being made to marginalize the promotee cadre Accounts officers. The said elected body has no mandate to reflect the demands and aspirations of the majority of members as the electorate is incomplete and defies quorum.
The participants strongly demanded that the said body of the society be dissolved and a fair participation of all cadres be ensured before any such election can take place.
The promote accounts officers urge the additional Chief Secretary and Financial Commissioner Finance department Atal Dullo to keep the elected body at bay till the fair and transparent elections with due participation of all cadres as per the articles of association of the society are held across Jammu and Kashmir.
