Jammu, Sept 7: Bureaucrats in Jammu and Kashmir seem to be hell bent upon making the mockery of the system by putting impediments in the plans envisaged by Prime Minister Narendra Modi to build “Naya J&K.”
Officials messing up centrally funded scheme Pradhan Mantri Awas Yojana (PMAY) is a glaring example of the failures of the UT administration. The implementation of this scheme was recently reflected when a report was tabled, underlining the mismatch between the claims and actual position on the ground.
After J&K’s transition into a Union Territory Prime Minister Modi has made every possible attempt to turn J&K into a “Super State” but the helmsmen are out to spoil the broth.
Sources divulged that the J&K administration was asked by the Central Government to share the actual picture about the implementation of Pradhan Mantri Awas Yojana (PMAY) - a scheme under which houses for the economically downtrodden are built at the expense of the government exchequer. However, Jammu and Kashmir as per the latest inputs is becoming the worst performing territory in terms of the implementation of the said scheme. “Under this scheme, affordable housing is provided to the poor with a target of building 20 million affordable houses by 31 March 2022. PMAY has two components: Pradhan Mantri Awas Yojana Urban (PMAY-U) for the urban homeless people and Pradhan Mantri Awas Yojna Gramin (PMAY-G) for rural poor. The scheme is converged with other schemes to ensure houses have a toilet facility under Swachh Bharat Mission (SBM), Saubhagya Yojana electricity connection and LPG gas connection under the Ujjwala Yojana, access to safe drinking water and banking facilities under Jan Dhan Jojna, etc,” said an official adding that the targets are continuously being missed, thanks to the shirker administration here.
A senior official associated with the scheme divulged further that a target of 1,65,766 houses was given to Jammu and Kashmir at the onset of the scheme. However, said the official, not more than 37000 houses have been built which is not even 30 percent of the target fixed by the Central Government. “The deadline is just six months away and the government here has to construct 128000 houses. It means 718 houses every day which is dead impossible to achieve. The fact is that the government here has lost the plot and that too very ruthlessly,” the official said.
Sources divulged further that the central grants issued in this favor too are about to get lapsed. In order to provide houses to economically weaker sections in urban areas, the Central Government had allocated Rs 106.23 crore to Jammu and Kashmir under Pradhan Mantri Awas Yojana-Urban (PMAY-U) in March this year. However, the amount continues to remain unspent with little being done to make the central scheme a success story on the ground. “The problem also lies in the identification of the beneficiaries.
There are certain cases wherein cases were sanctioned in favour of those officials who in no way were deserving for such grants. Also, the situation in terms of security also has acted as a spoilsport in the implementation of the scheme. In a nutshell, the scheme has failed to see day’s light in Jammu and Kashmir,” said a senior official here.
