Jammu, Sept 30: Even as the Jammu and Kashmir government has given a clean chit to the employees of Directorate of information and Public Relations, whose salary was unnecessarily stopped by the Director, Rahul Pandey, no action has been initiated against the allegedly erring official accused of misconduct.
Senior officials told Early Times that under rules it was mandatory on the part of the government to initiate inquiry against the Director for his “unwarranted action against the innocent employees.” “It’s a criminal offence to stop salary of any government employees for no fault of his or her and here when the government has acknowledged that the employees were not at fault, there was a definite need for inquiry,” said some senior officials on the condition of anonymity.
They said under norms it was mandatory on the part of government to serve a “show cause notice” to Pandey seeking reply as to why action under norms should not be initiated against him. “Actually as per the prima facie, it was a clear case of witchhunt and thus the official could have been placed under suspension pending inquiry. But here in this case even a show cause notice is not being served,” said the officials.
Its pertinent to mention that a day after the employees at DIPR went on strike against Pandey for “halting their salary”, the government on September 29 gave a clean chit to the protesting employees.
Official documents reveal that the government has withdrawn the orders to halt the salary of the employees.
“Based on the report received from Joint Director Information, Kashmir it has been certified that all employees were present on duty in connection with the visit of various dignitaries to the UT of J&K. Therefore, Order No. INF/101 of 2021 dated 28.09.2021 issued under endorsement No.INF/Estt-11/2021/2131- 41 dated 28.09.2021 and Notice issued under endorsement No. INF/Estt-141/2021/2121-30 dated 28.09.2021 are hereby withdrawn,” reads the order from the Directorate of Information vide number No INF-102. of 2021.
The Vice President employees union, Bilal Ahmad had said that the employees have been working round the clock every year, but were being treated like absconders.
Despite repeated attempts, Pandey was not available for comments.
