JAMMU, Jan 6: The Dogra Sadar Sabha (DSS) today termed the whole gamut of J&K as the most badly handled affair in independent India. The premature ceasefire short of retrieving PoJK; reference of Pak aggression to UNO; returning 92000 Pakistani PsOW without claiming PoJK; and, not crushing militancy with iron hand in 1988-89 were the four biggest historical blunders.
Stating this in a press conference here today, Th Gulchain Singh Charak, President Dogra Sadar Sabha, J&K, asserted that the Jammu region and its Dogra population across communal, religious and caste lines have been subjected to persistent discrimination since the centre of power was treacherously manipulated to remain Kashmir dominated for seven decades since 1947. He said that, at the moment when the Delimitation Commission of India is in the process of carrying out the major exercise of delimitation of Assembly Constituencies of the newly created Union Territory of Jammu and Kashmir, it is painful to see that the outcome of this exercise is sure to perpetuate another political blow to the people of Jammu because of the adoption of the most infamous, discredited and fudged figures of Census 2011 as the base.
Charak pointed out that though it appears from its draft recommendations that the Delimitation Commission has adopted a balanced criteria which envisages casting of constituencies for Jammu and Kashmir based on four basic considerations of, population, geographical area, terrain and connectivity, the exercise fails in delivering full justice to real stakeholders aggrieved since 1947, on account of the manipulated data of population. The allocation of 47 seats to Kashmir and 43 seats to Jammu is therefore not acceptable as it is based on false premises.
He expressed dismay that although the issue has been highlighted several times in the past by Dogra Sadar Sabha and several other organizations/political parties in Jammu, but it appears that the Government of India is hell bent upon repeating a historical blunder for the fifth time by not conceding to our demand for undertaking delimitation only after getting the Census 2021 conducted in a fair and transparent manner, and not on the basis of the fudged Census 2011. He asserted that if this was done then out of 90 seats, the share of Jammu would actually be 50 and Kashmir Division would get only 40 seats. He said that, it is not understood as to why the central leadership is keen to unfairly retain power center of the Union Territory of J&K in the troubled Kashmir region, while denying fair deserved share of power to loyal nationalist Jammu region that represents all cross sections of secular J&K.
He reiterated the offer by urging all the political and social organizations of Jammu region to come together on the issue of getting a fair census conducted and basing the first Delimitation Commission of the UT of J&K on the same and appealed to leaders from different walks of life, who have the interests of Jammu people at heart, to come forward and respond positively to the offer of the Sabha. He expressed confidence that the appeal shall be given a positive consideration by all concerned.
Prominent among others who were present in the press conference were Col Karan Singh Jamwal (Retd), Prem Sagar Gupta, Brig MS Jamwal (Retd), Col Dr. Virendra K Sahi (Retd), Chander Mohan Sharma, Gambhir Dev Singh Charak, Amanat Ali Shah, Janak Khajuria, Balwinder Singh and Kulbir Singh.
