RAJOURI, Jan 6: In a bizarre administrative failure, a draughtsman in irrigation department in the sub division Seot, Nowshera is acting as an in charge Junior Engineer, sources said. Sources said that the draughtsman is acting as an in charge Junior Engineer in the sub division without any order from the competent authority.
"This is an arbitrary decision taken by the division engineer, wherein a draughtsman was positioned as Junior Engineer," well placed sources said and added that draughtsman cannot be posted as in charge Junior Engineer, even if there is no Junior Engineer in the department.
Meanwhile, officials in the department wishing anonymity said that while the Junior Engineer is a site officer and is a responsible officer, whereas draughtsman is supposed to work in the division. "Draughtsman is a clerk and has the mandate to look after accounts and other official work," said official, adding that Junior Engineer is responsible for site visiting.
"The order of placing draughtsman as in charge junior engineer has been issued by Division Engineer, who is not authorized to issue such order and any such power of posting in-charges lies with Chief Engineer or Commissioner Secretary," official said and demanded proper enquiry into the matter, as such postings harm the larger interest of the department, besides its employees.
Talking to Early Times, a senior engineer in Rajouri said that he will look into the matter as he has not issued any such order. When tried to contact concerned draughtsman, who is also in-charge junior engineer, he did not respond to repeated calls. |
