Saubhagya Scheme payments still withheld; contractors, labourers suffer, PDD babus unmoved

SRINAGAR, Feb 7: Even after the clearance from Anti Corruption Bureau, work done payment of Kashmir Valley Electrical Contractors Association (KVECA) under Saubhagya Scheme has not been released yet by the department concerned.
The Saubhagya scheme is one of the largest household electrification drives in the world. Kick-started on 25th September 2017 by Prime Minister Narendra Modi, the Saubhagya scheme has completed four years.
Talking to early times, one of the representative of (KVECA) said that the labour class of PDD including its contractors worked under the Saubhagya project, that was meant to provide energy access to all by last mile connectivity and electricity connections to all remaining un-electrified households in rural as well as urban areas to achieve universal household electrification in the country.
On the directions of the then Chief Engineer of PDD, Qazi Hashmat who made this scheme implemented and successful by providing energy access in rural areas like we worked day and night in Karnah, Gurez, Kupwara, Kapran, Veerinag, Uri, Ganderbal and other far flung areas of Kashmir valley.
Till last 2019, the labour class of PDD, like contractors, left no stone unturned in providing electricity to these far flung areas of Kashmir, while there was no electricity before the said period.
After completion of our work, we submitted our bills, we uploaded them in the Chief Engineer Office and the same was turned into the corporation after which the Anti Corruption Bureau (ACB) registered a case on the supply items and unfortunately we were also dragged into that case.
Even though the case was studied by the then Managing Director (MD) of Kashmir Power Distribution Corporation Limited(KPDCL) who is presently the Deputy Commissioner Srinagar, he submitted the same case to the Finance Secretary and a huge amount of Rs 38 crores were released.
However the ACB registered a case in the same year and since the last four years we have been moving from pillar to post to get our pending amount released.
According to the documents, ACB gave a clearance in our case on 27/01/2022, but today some media organization mentioned in their news items that there is an embezzlement of funds, but I want to ask those media channels if we had not worked in an honest manner, then how it was possible for the government to take tariff from the households in these far flung areas.
We request the LG Manoj Sinha and the department concerned to release our work done payment at the earliest as we have already lost our men in this futile exercise.
