12 years on, GDC Chatroo building still a distant dream

Kishtwar, Mar 28: Even after 12 years since former Minister for Higher Education, Abdul Gani Malik and the then Minister for R&B, G M Saroori jointly laid the foundation stone for the construction of Government Degree College Chatroo in the year 2010, the college building is still waiting for its completion and required immediate attention of the government and the local administration, particularly the department of JKPCC which is the nodal agency for execution of the construction of the said building.
As per the details available with Early Times, Government Degree College (GDC) Chatroo in Kishtwar, which was sanctioned under the Prime Minister’s Reconstruction Plan in 2008 by the efforts of the then Chief Minister J&K Ghulam Nabi Azad and MLA Inderwal Ghulam Mohammad Saroori with the aim to spread the education in educationally backward areas of the Jammu and Kashmir was marked with several hurdles including the land acquisition and the construction work could not be taken up due to land dispute pending in the court.
The land measuring 73 Kanals and 1 Marla has been acquired in the year 2010 and was many times handed over to JKPCC but work was stopped owing to litigation's by the owners of the land the execution and construction of college could not take place for several times, but later with the efforts of the then SDM Chatroo Masood Ahmed Qazi the land dispute was sought out and the construction start picking up the pace, but during last several years, particularly after the dissolution of the J&K Assembly, the construction work got hampered and took years to complete upto infrastructure level, but due to lack of proper follow up by the JKPCC, the building is yet to be completed.
Speaking to Early Times, the locals said that due to non availability of the funds and non release of the payments to the contractor, the construction work got hampered.
“It required only around Rs.50 lakhs and two months time for completion since building required only cement work and painting at later stage” said Ex Minister G M Saroori.
Saroori said that he visited the area and found that the work has been stopped due to some financial restrains added that due to freezing temperature, DC Kishtwar had order to stop all cemented work, but now the weather stands improved and temperature is feasible for cement work.
He said that the approach road and other allied work has been completed and urged upon the Managing Director JKPCC to look into the matter and get the college building work completed so that the same could be shifted from a private building and students get better and extended facilities.
