Peep into the past

As the “Kashmir Files” movie has brought to fore the sufferings and pains of Kashmiri Pandits, who were forced to migrate from the Valley after the Pakistan sponsored insurgency broke out in 1990, people have started remembering former J&K Governor late Jagmohan Malhotra.
Jagmohan who was appointed as J&K Governor for the second time in 1990 to diffuse the crisis in Kashmir during his first stint had set an example of good governance. Even today people talk about it and recall Jagmohan’s tenure as a “Golden Period” in the history of Jammu and Kashmir.
During Jagmohan’s first stint in the office, J&K witnessed massive development in all the sectors.
If one compares Jagmohan’s rule with the present regime led by the Lieutenant Governor a clear difference is visible. Jagmohan had established a direct connection with the common masses without seeking any publicity. The present dispensation is more focused on publicity and blowing the trumpet about its achievements. Jagmohan during his tenure tried to reach out to the people so that their issues could be resolved. He kept the bureaucracy on toes and ensured that a common man doesn’t get ignored. He had set a benchmark of good governance.
When Article 370 was revoked on August 5, 2019, people of J&K were promised that their destinies will change and all their genuine grievances will be addressed. But most of the promises have remained confined to papers only. Not many things have changed. Many people are of the opinion that the political regimes were better than the present dispensation at least they had someone whom they could approach with their grievances.
As on date the entire system seems inaccessible. No one wants to listen to people or take them into confidence. Common man seems to have no say and the helmsmen are unaware about the ground situation. They prepare big orders within the four walls of their offices, without making an attempt to know whether their orders are being implemented on ground or not. There are many areas in Jammu region which are still craving for basic amenities. The LG led administration needs to peep into the past to get a cue to understand how Jagmohan made the things work and how he remained connected to the ground.
