Poonch hospital: Blue-eyed firm bags canteen contract
Bidders accuse authorities of violating rules, urge LG Admin to order probe

Poonch, June 19: Authorities at Raja Sukhdeve Singh District Hospital Poonch have allotted a contract of a canteen allegedly to a blue eyed firm without opening tenders as per rules and guidelines.
According to the sources, hospital administration vide number RSS/DHP/5461-5168 on March 19, 2022 uploaded a tender on the website of www.JKTender.gov.in inviting offers to set up a canteen in the hospital premises.
Along with the tender, the offerees were asked to furnish a scanned copy of GST, ESIC, ITR, affidavit attested by first class magistrate on fixed rates by hospital authorities which attends to nearly 230 per patients per day.
After a week Medical Superintendent RSSDH Poonch invited a fresh tender on 27-03-2022 vide dispatch number RSS/DHP/5581-5587 and uploaded it at above mentioned tender site. In this tender notice department deleted ESIC and added FSSI as document. In this notice, bidders were requested for BAQ. According to some contractors and firms, the rate was fixed and bidders were advised not to go below Rs. 230 (rate without tax).
Medical Superintendent RSSDH was the chairman of the committee whereas CMO Poonch, BMOs, District Treasury Officer and Assistant Director Food Civil Supplies and Consumer Affairs are the members of the committee. Reportedly, the tender was allotted to a blue eyed influential firm on 11-06-2022 whereas the tender on site is still in progress.
According to the sources, violating norms the authorities issued an order to employee of canteen to vacate the canteen on 15-06-2022 whereas the tender was alloted to blue eyed firm on 11-06-22.
Report further informed that to whom the tender has been allotted didn’t follow norms mentioned in notice, as notice directed that bidders can’t go below Rs 230 without tax whereas he filled the rate as Rs 229.92 (without tax).
The other bidders have demanded that the said the tender should be cancelled. They have appealed to Lieutenant Governor of Jammu and Kashmir, Vigilance Commissioner, ACB, CBI to investigate the matter and book erring officials under laws.
They have appealed to the Commissioner Secretary, Director Health Jammu to constitute a team to investigate the matter and take strict action against the guilty.
