Early Times Report

Jammu, July 18: The Jammu and Kashmir administration has granted a “special permission” to an Executive Engineer to work at his previous place of posting for “completion of pending projects” with officials saying “it’s the first such order in the history of J&K.”
Official documents accessed by the Early Times reveal that the office of the Chief Executive Officer Shri Mata Vaishno Devi Shrine Board has issued “special permission for the engineer to complete ongoing works of the shrine board.”
“In pursuance to Government Order No.: 214-PW (P.) of 2.22 dated: 30.06.2022 issued under endorsement No.: PWD-HFRM1/26/2022- 01-PWD R&B Department dated: 30.06.2022 Rabinder Shekhar, Executive Engineer (Civil), has been recalled back from Shrine Board and posted at Mughal Road, Projects,” read the order a copy of which lies with the Early Times.
“In this regard, it is submitted that as on date Rabinder Shekhar, Executive Engineer (Civil), has been entrusted with some critical time-bound projects like Construction of Durga Bhawan and Sky Walk at Bhawan which are being closely monitored by office of Honble Chairman, SMVDSB. Therefore, in order to keep the pace of ongoing projects unhindered and to familiarize the new officer Subhash Gupta, Executive Engineer with the ongoing works, transition period of 01 month is required,” the order adds.
“In view of above submissions, it is requested that Rabinder Shekhar may kindly be retained in Shrine Board for a period of 01 month and he shall be relieved from this organization soon after, if so approved,” reads the order.
A group of senior engineers told the Early Times that it was for the first time in the history of Jammu and Kashmir administration that such orders for retention of an officer at the previous place of posting have been issued.
“Previously new officer would take care of pending works but now it’s something which was unheard of that someone has become indispensible for execution of projects,” the engineers said.
A senior official told the Early Times on the condition of anonymity that such orders are issued in the interest of administration.
