DDC Budgam members seek removal of chairman, move resolution
Formation of Biodiversity Management Committee becomes bone of contention

SRINAGAR, July 30: District Development Council (DDC) members of Central Kashmir’s Budgam district have moved a resolution against DDC Chairman Budgam Nazir Ahmed Khan alleging that Khan illegally formed the Biodiversity Management Committee for the Budgam without taking the DDC members into confidence.
As many as 13 DDC members of the Budgam district have moved a resolution against the DDC Chairman and demanded that fresh election should be held to elect the new Chairman for DDC Budgam. These DDC members have vehemently rejected the formation of Biodiversity Management Committee Budgam and its chairman.
“The members of the District Development Council (DDC) Budgam have come to know through a face-book post of DDC Chairperson Budgam, Mr. Nazir Ahmed Khan that a biodiversity committee of district Budgam is already in place and Raja Muzaffar Bhat is its Chairman. The post is on face-book handle of the DDC Chairperson Budgam, posted around 11 AM on 23 July 2022,” reads the resolution dated 23-7-2022.
The resolution further states, “The news came as a shocker as the decision is solely taken by DDC Chairperson Nazir Ahmed Khan for his vested interests without involving any DDC member of Budgam in the process of formation of Biodiversity Management Committee.
Pertinently, none of the DDC members of the Budgam have ever been informed of the process or sought opinion thereof and none of the meetings have thus far been held to elect/nominate six persons (members) for the Biodiversity Management Committee Budgam by involving the local body of DDC members of Budgam.”
The resolution states that the Biodiversity Act 2002 specifies under the Section 22 of sub-section 2 & 3 of the “Constitution of the Biodiversity Management Committee”. It says that the Biodiversity Management Committee as constituted under sub-rule (1) shall consist of Chairperson and not more than six persons nominated by local body, of whom not less than one third should be women and not less than 18% should belong to Scheduled Caste/Scheduled Tribes.
“The Chairperson of the Biodiversity Management Committee shall be elected from amongst the members of the Committee in the meeting to be chaired by the chairperson of the local body. The move thus is shady, undemocratic, unethical and fraudulent and calls for a disciplinary action against the DDC Chairperson against the DDC Chairperson Budgam Nazir Ahmed Khan and the members and Chairperson of the illegally formed Biodiversity Management Committee,” reads the resolution.
The DDC members who have moved the resolution are Abdul Ahad Dar (Budgam), Riyaz Ahmad Rather (Narbal), Chaudhary Nazir Ahmad Jahara (Surasyar), Bashir Ahmad Bhat (Khan Sahib), Molvi Bashir Ahmed Dar (Pakharpora), Afroza Jan (Nagam), Khurshid Ahmed Sheikh (Ratsun), Insha Jan (Chadoora), Saima Jan (B K Pora), Saiqa Jan (Parnew), Razia Jan (Sukhnag) and Fayaz Ahmed (Soibugh).
