Private practice by doctors

Whether or not doctors should be allowed private practice while working in the government hospitals remains a debatable question in policy debates. It is not restricted to this part of the globe but debate crops up in other parts of the world every now and then. Also it is important to note not just our country, but many countries permit government doctors to carry out private practice. There are reasons and one among them is that specialists are more readily available to the patients than they are normally in a hospital set up. Also importantly, private practice reduces the rush of the patients to government hospitals. However, questions of conflict of interest cropped up with reports of patients being directed to visit the private clinics for better quality treatment as well as the deliberate referral to avail benefits under various schemes have surfaced. In this backdrop, the J&K administration warned of strict disciplinary action if they were found practicing in private step up during official hours. Instances have come to surface that doctors indulge in private practice while they are on duty rosters in the Government Health Institutions. Such practices by doctors and paramedical staff are unethical and the government decision to arrest the tendency is welcome and must be acted upon sans dereliction. The administration is correct in pointing out that such practice is in violation of Civil Services Conduct Rules as well as various guidelines issued from time to time besides goes against the ethics of public service for which the doctors have been appointed by the public authority.
Also many doctors are indulging into private practice in other cities and towns which implies that they are not available at their places of posting in case any emergency arises and the government pointing it out specifically suggests awareness in the interest of larger public good. While the government has impressed upon all HoDs and DDOs not to allow any Doctor borne on the establishment of Health and Medical Education Department to indulge into these malpractices resulting into loss of Government exchequer and weakening of public services, the later must comply with the directions and ensure strict vigilance. Most of the doctors are expected to understand the purport of the government order. It is always good to make responsible choices and ensure greater accountability.
