Inspects progress on Jammu-Poonch at several construction sites

RAJOURI, Nov 17: Divisional Commissioner Jammu, Ramesh Kumar, today visited Rajouri district and reviewed the functioning of the Revenue Department here at a meeting of the concerned officers.
The Div Com reviewed the status of writing of Jamabandis, change of land use cases, retrieval of state and Kachari land, functioning of patwar khanas, progress made of delineation, generation and distribution of land passbooks, inheritance mutations, the status of online revenue services, etc.
The Div Com asked the concerned officers to ensure prompt disposal of online applications. He also stressed on the importance of conducting regular monthly meetings to review the functioning of online services.
Seeking the status of the writing of jamabandis, the meeting was informed that the jamabandis for 384 villages out of 386 villages have been written. The Div Com directed the officers to complete the remaining villages' writings as soon as possible.
Regarding the processing of change of land use pleas, the Div Com stressed on the speedy disposal of the files. Regarding the progress made in the digitization of land records, the meeting was informed that 21938 revenue documents have been scanned.
The meeting was further informed that 69019 land passbooks have been generated to date. Stress was laid on completing the process of generation and distribution of land passbooks before November 22 of the current year.
For the missing revenue records, the Div Com directed the Tehsildars and Naib Tehsildars to trace the same and develop new records wherever the records are not found.
It was further informed that all 80 Patwar khanas have been made functional in the district in 76 government buildings and 4 private buildings where prescribed revenue services are being provided to the general public.
The Div Com asked the concerned officers to reflect the provision of funds for the construction of patwar khanas in the annual budget.
While reviewing the tehsil-wise status of inheritance mutations, the meeting was informed that there was no pendency in this regard.
The meeting was further informed that 229328 kanal government land and 7371 kanal of Kahchari land has been retrieved as of now.
The Div Com asked the officers to intensify the eviction of encroachments and set weekly and monthly targets in this regard. He also asked them to ensure that the state land, once retrieved, was not encroached again.
It was informed that 6752 kanal Roshni Act land has been retrieved.
Discussing the progress made under delineation, the Div Com asked the Tehsildars to conduct spot visits before preparing any file under delineation. The Div Com also reviewed the status of court cases pending in the district and directed the DC to pursue the same for early disposal.
The Div Com underlined the priorities of the government, like the digitization of jamabandies, efficient online delivery of various revenue services and other public friendly initiatives recently started by the government to bring transparency and accountability in the functioning of the department.
He also directed the revenue officers to educate the public about the online services and motivate them to avail themselves of the same.
The Div Com also asked the revenue officers to make sure that the government institutions in their respective jurisdictions are functioning properly. He also asked them to ensure regular monitoring of the progress on developmental projects for their timely completion.
Officers present in the meeting included DC Rajouri, Vikas Kundal; ADC Rajouri, Sachin Dev Singh; ADC Kalakote, Krishan Lal; ADC Nowshera, Kartar Singh; ADC Koteranka, Surinder Mohan Sharma;ADC sunderbani, Vinod Behnal, ACR, Imran Rashid Kataria; SDM, Vikas Dhar; AC Defence, Saleem Qureshi; Tehsildars and other concerned officers.
Meanwhile, the Div Com inspected the progress of work at different construction sites on the Jammu- Rajouri – Poonch National Highway (NH144A).
The widening project for the existing road comprises 8 packages with the first package starting from Akhnoor. The Div Com visited several work sites and inspected the progress of work.
He also inquired about the land acquisition status and was informed that the same has almost been completed and the land has been provided to executing agencies.
The Div Com asked Deputy Commissioner/ concerned collectors to ensure timely payment of the compensation of structures and land to the rightful claimants. He further asked to maintain interdepartmental coordination and hold regular meetings to sort out issues, if any.
He directed the concerned officers to mobilize men and machinery to expedite the progress of work to complete the project within the set deadline. He also directed concerned officers to expedite the work keeping in view the importance of the road.
The Div Com was accompanied by District Development Commissioner Rajouri, Vikas Kundal; Assistant Commissioner Revenue, Imran Rashid Kataria, ADC Nowshera, Kartar Singh; SDM, Thanamandi, Vikas Dhar; AC Defence, Saleem Qureshi; senior Officers of BRO, Contractors, besides senior functionaries of executing agencies.
