ADDC Kishtwar discusses modalities for implementation of Area Development Plan

KISHTWAR, Mar 2: For the first time after the implementation of Three Tier system of Panchayati Raj Institution, a series of preparatory meetings by involving PRIs were conducted this week here at district headquarter to ensure that encumbrance free and fool proof Area Development Plan for upcoming Financial Year is formulated in the District.
The week-long series of meetings were held in the district Kishtwar under the chairmanship of Additional District Development Commissioner Kishtwar, Sham Lal to discuss the modalities for preparation of plans for the upcoming Fiscal Year.
During the series of meetings a plethora of issues regarding infrastructure developmental needs of these blocks were discussed with the Sarpanches, BDC chairpersons and DDC members of these blocks.
In these meetings, detailed insight about guidelines were issued for the formulation of developmental plans (ADP) in each block.
During these meetings, the PRI members highlighted the works that must be taken up on priority basis in the upcoming Plans so that the local infrastructure of immense importance can be developed for the convenience of common people.
A number of directions were passed by ADDC Kishtwar to the concerned officers.
The Engineering wing and different executing agencies were asked to collaborate and coordinate with the PRIs to formulate fool proof plans.
They were instructed to provide all technical support to PRIs during the selection of works/projects under ADP to ensure that overlapping of works and lapse of funds due to technical encumbrances is avoided in the plan.
The PRIs were asked to ensure monitoring of developmental activities under their respective jurisdiction so that the pace and quality of works is not compromised.
In the meetings, the progress under current FY Plan were also reviewed and ADDC directed the concerned executing agencies for ensuring the cent percent utilisation of funds and booking of expenditure.
Joint Director planning Mohd Iqbal, ACD Atul Dutt Sharma, DPO Sunil Bhutyal, ExEn REW Bashir Ahmed, concerned BDOs, ExEns of PWD, PHE, and District officers of Education, Health, RDD, Jal Shakti were present.
