JAMMU, Mar 13: Jammu Kashmir Sharnarthi Action Committee (JKSAC) in it's core group meeting held at jammu urged upon Lt. Governor, Manoj K. Sinha and Revenue Secy. Dr. Piyush Singla to exclude the quantum of state land allotted to DPs of 1947 from POK before sending the same to the agencies responsible for registration while marking the entire estate land in the Negative list.
In view of the exercise going to be initiated by the UT govt. to mark the entire state land in the Negative list, Gurdev Singh President JKSAC drew the attention of LG Manoj K. Sinha and Revenue Secy. Dr. Piyush Singla to seriously take the cognizance of DPs demands to exclude the state land allotted to DPs from the exercise being initiated by the Govt. as decided. He reminded the LG that the issues the DPs concerning their settlement are awaiting adequate redressal from the past several decades. He said that DPs of POK are the first victim of Pakistani abetted tribal attack wherein the DPs suffered unparallel loss of lives and properties and above all they lost their dignity and honor. The past govts. of J&K as well as centre treated the DPs very poorly and ignored their legitimate rights and aspirations. He informed the participants that whatever little bit relief provided to DPs was just a face saving of the govt. and is insufficient for their sustenance and honorable rehabilitation.
He further said that after the dispersal of the camps in 1950-51 the DPs were allotted Evacuee lands at such a time when most of the evacuee land was encroached by locals and influential people. The DPs were allotted state lands measuring 2,43,749 kanals as the quantum of evacuee land available was insufficient to accommodate the DPs families as per the govt. prescribed scale. He said that when the govt. was pressed hard by JKSAC the proprietary rights were granted to DPs as per govt. order no. 254-C of 1965. He said that the above stated quantum of state land was allotted to DPs to meet their deficiencies as per the govt. scale and added that even despite of being allotted both evacuee and state lands approximately 8000 families are still having deficiencies as per the govt. report submitted to GOI. He said that as reported approximately 15,26,853 kanal and 14 Marls land was vacated by people who left for POK or Pakistan. The DPs were allotted only 15% of this land and where the rest of the land has gone is a matter of investigation which has been demanded by JKSAC many times.
He further said that DPs have faced lot of problems and harassment at the hands of registering/revenue authorities as the registration of the state land was refused to DPs who sold their small pieces of lands to cater their needs despite of having full proprietary rights. He said that in view of the past behavior of the govt., it is apprehended if DPs are not taken care while marking the entire state land in the negative list than they shall have to face lot of problems in future with regard to the registration. He urged upon Manoj K. Sinha, Dr. Piyush Chawla Secy. Revenue to exclude the quantum of state land allotted to DPs while initiating the exercise for marking the entire state land in the negative list as the DPs have been granted proprietary rights and they are the owners.
