JKTMA discuss issue of Teachers/Masters

Jammu, Mar 19: Meeting of Jammu Kashmir Teacher/Master Association (JKTMA) was held in Udhampur under the chairmanship of UT president Rakesh Singh and State General secretary Vivek Gupta to discuss the various issue of Transfer of Teachers/Masters. While speaking on the occasion Singh urged principal secretary SED to transfer the power of authority of transfer of Teachers to respective Chief Education Officer headed by respective Deputy commissioner as chairman of transfer committee at District level keeping in view various factors which cannot be considered at directorate level .
“Pupil-Teacher ratio is always a major factor which was always ignored while considering transfers and most of the rural schools which have high enrollment mostly neglected while urban schools with low enrollment receive excess staff during transfer, and this issue of transfer of Teachers as per PTR can be resolved at District level by respective Chief Education Officers only.
Singh also urged the Chief Electoral Officer , Jammu Kashmir to keep all Booth Level Officers,(BLO) out of ambit of transfer and issue necessary communication to the concern Education authorities not to transfer the Booth Level Officers from their present place of Posting as it will hamper the ongoing Electoral process at booth level, moreover as per provision 13B (2) of Representation of People s act “no BLO can be transferred without approval of Election authorities in the interest of election related process”.
Singh also invited attention of Principal secretary towards transfer of RBA selected Teachers who are selected on base of their residence of Backward area to transfer them in their native place of backward area atleast for 7 years in order to overcome the deficiency of staff in rural areas.
“Most of the rural areas do not have math-specific teachers which has created mathematics phobia among rural students who also do not have access to tuition facilities, keeping this point in view , math specific teachers having maths in graduation should have seperate transfer policy, so that each MS/HS/HSS receive at least one math specific teacher in the interest of students.
Association also urged to worthy Lieutenant Governor to start the transfer process of Teachers only after the adjustment of all recently promoted Masters and IC Masters .
Association also expressed strong resentment against the new policy of promotion of Teachers as Incharge Masters , as inchargism practice for non-Gazetted cadre is against the rules and urged to Lieutenant Governor to intervene personally in this matter to end this practice and promote Teachers as full fledge Master as per past practice. Association also passed resolution to expedite the process of DPC in Botany/Zoology by excluding Distance mode degrees as per recent high court judgements before commencement of new academic session.
